Forum “Global Cooperation in Human Resource Development for the Semiconductor Industry”

(MPI) - Within the framework of the activities of the Vietnam Semiconductor Industry Exhibition 2024 event series, on the afternoon of November 8, 2024, at the National Innovation Center (NIC) Hoa Lac campus, the Forum "Global cooperation in human resource development for the semiconductor industry" took place. Deputy Minister of Planning and Investment Nguyen Duc Tam attended and spoke at the Forum.

The Forum was organized by NIC, the Ministry of Planning and Investment in collaboration with Ho Chi Minh City National University and SEMI Semiconductor Association. Attending the Forum were Ms. Nguyen Thi Thanh Mai, Deputy Director of Ho Chi Minh City National University; representatives of central and local state management agencies, leaders of technology corporations, research institutes, universities, investment funds, enterprises, organizations, associations, domestic and foreign experts and young Vietnamese people; representatives of corporations, enterprises, organizations and experts in the semiconductor field at home and abroad such as Intel, CMC, Dassault Systemes, VinUni University, Chungnam National University (Korea)...

Speaking at the opening of the Forum, Deputy Minister Nguyen Duc Tam said that the participation of many components in the semiconductor industry ecosystem further affirmed the determination of the Vietnamese Government and the commitment to accompany and cooperate with all parties in jointly promoting human resource development for the semiconductor industry in Vietnam.

In recent years, Vietnam has proactively implemented many specific solutions to attract investment, promote the comprehensive development of the innovation ecosystem, create an environment to promote research and development, and apply science and technology; encourage and prioritize selective investment attraction, targeting high-tech projects in the semiconductor sector. The Prime Minister has issued the National Strategy for Semiconductor Industry Development and the Semiconductor Industry Human Resource Development Program to 2030, with a vision to 2050, with the goal of training 50,000 engineers to meet the human resource needs of the semiconductor industry by 2030.

To realize the above goals, in recent times, the Ministry of Planning and Investment has directed NIC to preside over and coordinate with technology corporations and leading domestic and international training institutions to simultaneously implement many training activities in the semiconductor field, attracting investment in research and development activities.

According to Deputy Minister Nguyen Duc Tam, the close cooperation between NIC and domestic and foreign partners has brought about many positive results such as coordinating with the Vietnamese Embassy in the United States, the Vietnamese Embassy in Japan, the Vietnamese Consulate General in San Francisco and other representative agencies in approaching, working, and concretizing cooperation with the world's leading enterprises in the semiconductor industry such as Cadence, Marvell, ARM, Qorvo, Synopsys, Microsoft, Apple... working sessions on the policies of the Prime Minister, the Minister of Planning and Investment with the leaders of these corporations.

Closely cooperate with the Embassy and Vietnamese representative agencies in other countries in connecting businesses and investors; connecting markets, commercializing products; mobilizing resources to support scholarships and talent development programs in the high-tech field; forming and developing the Vietnam Innovation Network attracting nearly 2,000 Vietnamese experts and intellectuals to participate in 20 countries and territories.

Deputy Minister Nguyen Duc Tam emphasized that Vietnam is currently one of the countries with the fastest growing digital economy in Southeast Asia, has a strategic geopolitical position, has an abundant young workforce that is knowledgeable about technology, and increasingly modern infrastructure, attracting more and more large technology corporations in the world, especially in the semiconductor industry.

“With the above potential, corporations and partners in the semiconductor industry should continue to trust and expand cooperation, investment and business activities in Vietnam. Investment and support for young Vietnamese human resources is the key to opening the door to a brighter and more sustainable future, bringing great benefits to both Vietnam and businesses,” said Deputy Minister Nguyen Duc Tam.

Speaking at the Forum, Ms. Nguyen Thi Thanh Mai, Vice President of Ho Chi Minh City National University, said that in the context of the global semiconductor industry booming, Vietnam is expected to become a semiconductor equipment manufacturing center in the region. With a rich human resource base and competitive production costs, Vietnam is fully capable of exploiting these opportunities for strong development.

Emphasizing the content of training high-quality human resources in the semiconductor industry in Vietnam: Advantages, challenges and solutions, Ms. Nguyen Thi Thanh Mai said that Ho Chi Minh City National University is a pioneer in training engineers in microchip and semiconductor design; of the total number of students recruited each year, 50% of students choose STEM majors; the rate of students participating in microchip and semiconductor majors is increasing.

In the coming time, Ho Chi Minh City National University will focus on solutions such as improving the entire training program to meet the strategy and program issued by the Prime Minister on the National Strategy for Semiconductor Industry Development and the Program for Human Resource Development in the Semiconductor Industry to 2030, with a vision to 2050. Along with that, it is implementing programs related to the design and manufacture of microchips and semiconductor materials; working with partners and member universities to design training programs on assembly, testing and packaging, security, and applications; coordinating with businesses and partners to develop short- and long-term training programs to increase capacity and skills; organizing training courses to increase international certificates; joint programs between master's and university levels; developing policies to attract experts to work at the University.

This event is not only a forum to discuss global trends in the semiconductor industry but also demonstrates Vietnam's efforts to participate in the semiconductor industry, especially in the semiconductor manufacturing value chain.

Within the framework of the Forum, a panel discussion with the theme "Opportunities for Vietnam in the global semiconductor equipment supply chain" took place, attracting attention with in-depth analysis of global trends in the semiconductor equipment industry.

At the seminar, speakers stated that building a support ecosystem for the semiconductor industry, especially in terms of equipment and production, is essential. Connection and cooperation between domestic and foreign enterprises will be an important driving force to help improve competitiveness and sustainable development for the manufacturing industry.

At the same time, he said that in the context of the Fourth Industrial Revolution taking place strongly, the semiconductor industry plays a key role in the development of many high-tech fields. Vietnam, as one of the countries with the fastest economic growth rate in Southeast Asia, is facing the opportunity to participate in the value chain, especially in the field of equipment manufacturing.

Opinions also emphasized factors to serve the development of the semiconductor industry, cooperation between relevant parties such as between the State-institute, school-enterprise to meet the demand for human resource training according to the Semiconductor Industry Human Resource Development Program to 2030, with a vision to 2050.

Experts say that the semiconductor industry requires many different skills, the role of international cooperation in this field; international cooperation models on human resource training, applicable to Vietnam; Training high-quality human resources associated with the innovation process.

The speakers contributed many useful and suggestive ideas; affirmed that no single component plays the most important role in the semiconductor industry, but rather building an ecosystem to develop this industry; affirmed the role of the Government in connecting institutes, schools and businesses; connecting and linking stakeholders of the ecosystem to take advantage of expertise, practice, and accelerate the pace of innovation; strengthened the connection of stakeholders, including investment funds to provide the industry with the necessary resources; venture capital is also a good catalyst for this process.

At the Forum, the Launching Ceremony of the 2nd Microchip Design Competition with the theme: Smart City between Hanoi - Da Nang - Ho Chi Minh City took place to seek solutions and ideas for microchip design for smart cities, contributing to the development of human resources for microchip design and the semiconductor microchip industry.

Regarding the competition, Mr. Le Quoc Cuong, Deputy Head of the Management Board of Ho Chi Minh City High-Tech Park, said that the competition was chaired and organized by the Management Board of Ho Chi Minh City High-Tech Park, in coordination with the Ho Chi Minh City Youth Union, the Department of Information and Communications of Ho Chi Minh City, the Department of Science and Technology of Ho Chi Minh City and the National University of Ho Chi Minh City, implemented by the High-Tech Business Incubator and the Center for Development of Science and Technology for Youth. The results of the competition will contribute to promoting the development of microchip human resources in particular and the city's semiconductor microchip industry in general.

The forum “Global cooperation in human resource development for the semiconductor industry” ended with a strong commitment from the participants to continue promoting cooperation in developing the supply chain, investing in training and research, developing high-quality human resources, ready to meet the needs of the Fourth Industrial Revolution and making Vietnam an important link in the semiconductor supply chain in the region and the world./.
