Proposal to develop a separate law on renewable energy

The forum aims to share development opportunities and solutions to outstanding issues such as appropriate advanced equipment and technology; resolve difficulties and shortcomings in policy mechanisms to propose competent authorities to promptly issue appropriate policies and laws; effectively implement them to ensure national energy security; and fulfill international commitments on preventing climate change.

Mr. Ta Dinh Thi, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment, said: "The Draft Power Plan VIII proposes to strongly develop onshore and offshore wind power; develop domestic gas-fired thermal power (Lot B gas-power chain, Blue Whale) to gradually replace coal-fired thermal power, reducing greenhouse gas emissions. Especially when Vietnam is assessed to have the largest offshore wind power potential in Southeast Asia."

The goal of promoting the use of green and clean energy is clear, however, Mr. Pham Quang Huy, Deputy Director of the Electricity Regulatory Authority (Ministry of Industry and Trade) mentioned the difficulties in developing wind and gas power in recent times. Currently, negotiating power purchase contracts is still difficult. Regarding the calculation of the price framework for offshore wind power, Vietnam currently has no projects participating in generating electricity into the national power system, so this calculation can only refer to data from consultants and international organizations, there is no basis to evaluate the data to determine and calculate the price framework in Vietnam. "To move towards a competitive, transparent energy market, in line with the energy transition trend, researching and proposing policy mechanisms related to regulations on power purchase contracts as a basis for arranging capital and investment for gas thermal power projects and wind power projects is one of the most important tasks" - Mr. Pham Quang Huy said.

In addition, according to Mr. Cap Tuan Anh, Deputy Head of the Development Strategy Department, Vietnam Electricity Group (EVN), the electricity seller tends to request high electricity prices to maximize profits, but EVN can only buy electricity at reasonable prices and comply with legal regulations. In many cases, there is a large gap between the seller's requirements and the ability of the electricity buyer, EVN, to meet them. Therefore, it is necessary to have clear regulations from competent authorities to meet the principle of harmonizing interests and sharing risks of the parties involved in buying and selling electricity, in which EVN is a participant.

According to many experts at the forum, to effectively implement the power planning in the coming time, it is necessary to complete the policy and legal framework on the development of renewable energy including rooftop solar power, self-produced and self-consumed electricity, and use electricity economically and efficiently. In particular, it is necessary to build a mechanism for direct electricity purchase and sale contracts as well as develop policies to increase the localization rate in the electricity industry.

Some experts also believe that we should not set a target for renewable energy development and energy transition according to a fixed percentage for the whole country, but should set different percentage targets for each region. Because renewable energy potential has its own favorable characteristics for each region, and when developing in a region with favorable conditions, the cost will certainly be cheaper than in a region with less potential.
