Reduce traffic congestion, prevent illegal vehicles and stations
Implementing the Prime Minister's direction on piloting passenger transport services by car to contribute to promoting tourism development, in 2018, the Ministry of Transport piloted passenger transport services from urban centers to airports according to Decision 2056/QD-BGTVT dated September 21, 2018.
The Ministry of Transport said that the pilot passenger transport service from the city center to the airport has contributed to reducing the risk of traffic congestion and naturally eliminating "illegal buses and stations" (illustrative photo).
The Ministry of Transport said that, up to now, in 3 provinces and cities in the Northern region, there has been no transport unit participating in the pilot passenger transport service connecting from Noi Bai International Airport to urban centers and tourist centers by car.
In the Central region, at Da Nang International Airport, no unit has implemented the pilot project. Currently, Hai Van Company is coordinating with the People's Committee of Quang Nam province and the Department of Transport of Quang Nam to implement the project as soon as possible.
At Phu Bai International Airport, due to ineffective operation and continuous losses, Hai Van Company has terminated passenger transport operations since March 2024.
In the Southern region, currently, only Hai Van Company is operating at Tan Son Nhat International Airport transporting passengers to Vung Tau and districts in Ho Chi Minh City.
According to the Ministry of Transport, initial assessments of the pilot route have created a good supply of vehicles and services, attracting a large number of passengers using this means of transport. This has contributed to reducing the risk of traffic congestion and naturally eliminating "illegal buses and stations".
At the same time, increase the number of vehicles complying with traffic laws, regulations on automobile transportation business and paying taxes to the state.
The Ministry of Transport assessed that the pilot implementation contributes to the effective implementation of the Resolution of the Politburo and the Government on developing tourism into a spearhead economic sector.
However, the data transmission of vehicle-mounted tracking devices still does not ensure continuous and complete transmission.
The work of periodically reporting on the activities of units to the local Department of Transport and agencies has not been done within the prescribed time.
On the other hand, this type of transport is a mixture of buses, tourist buses and fixed-route buses. Specifically, the buses run on the same routes and itineraries as fixed-route buses but do not have bus stations, fares are like inter-provincial buses and the target audience is mainly tourists.
From there, the Ministry of Transport proposed to include the pilot model in the group of inter-provincial buses in the draft Decree on road transport activities, so that the provincial People's Committee can place orders based on the agreement between the two Departments of Transport and the airport management unit.

What requirements do interprovincial buses meet?
A member of the drafting committee said that in the draft Decree on road transport activities that is being consulted by the Ministry of Transport, the above pilot transport type has been included in the regulations for inter-provincial buses.
Accordingly, the vehicle must meet the following requirements: have priority seats for the disabled, the elderly and pregnant women; have a "BUS" badge; must have full information posted on the vehicle;
Location, number of passenger seats and other technical regulations for buses according to technical standards issued by the Ministry of Transport.
Regarding the regulations on route management for inter-provincial buses, according to the draft, it includes: Building, adjusting, supplementing and publishing the list of route networks, bus schedules on routes, ticket prices (for routes using local budget sources) and state support policies on encouraging the development of public passenger transport by bus in the local area;
Regulations and organization of bidding and ordering of bus route exploitation in the route network list;
Construct, maintain and manage infrastructure serving bus operations; decide on technical criteria, locations of starting points, ending points and stops of bus routes in the local area;
Monitor and summarize the transport performance of transport business units on the route; collect passenger volume statistics.
In addition, clearly state the responsibility of the transport business unit in storing transport orders of vehicles for a minimum period of 3 years.
In addition, inter-provincial buses will be given priority in arranging stops and parking to pick up and drop off passengers at bus stations, train stations, airports, ports, tourist areas, tourist attractions, tourist accommodation establishments, tourist attractions, cultural and sports venues, commercial centers, traffic hubs and locations connecting with other modes of transport; and will be given priority in operating when organizing traffic in urban areas.
