A student in Thanh Hoa told Tuoi Tre about his confusion, like being "abandoned" when the school closed its extra classes, and no teachers dared to teach extra classes for fear of being punished.

I live in a rural area so I don't have the conditions to go to the city to train. And I shared something worth thinking about: "Studying in class is not enough, there are many parts of knowledge that I don't understand. If there is no place to study more, I'm afraid I won't be able to pass the high school graduation exam."

The student's story makes us startled because would the quality of an education system be "disordered" without extra tutoring?

The answer is that there will be no "disorder" if professional management in schools is done well and teachers clearly understand their responsibilities to students.

But how many schools fully understand the task of teaching the correct and adequate curriculum to ensure that students meet requirements?

I wonder how many schools understand that organizing and guiding final year students to review is a mandatory task and not "only done when parents are paid"?

The consequences of lax management of extra teaching have caused teachers' responsibilities in schools to not be fulfilled properly and sufficiently.

Some teachers do not devote all their efforts to their responsibilities in school, causing the situation of "teaching is the main thing, teaching is secondary" to persist. It causes students and parents to form a mindset of "if you want to do well, you have to take extra classes and spend money".

So before discussing the story of tutoring, we need to return to the original values of professional responsibility and responsibility to comply with the law.

It is strange that many teachers only hear rumors that "they are banned from teaching extra classes" but have never once approached the new circular of the Ministry of Education and Training on extra teaching and learning to "read it thoroughly and listen to it thoroughly".

Then they appear in many groups on social networks and absorb "too much" information back and forth. Meanwhile, the education sector and schools lack necessary communication scripts and instructions, so teachers are confused, and parents and students are also confused.

And instead of understanding the new regulations, finding ways to solve the problem, and implementing them, many people's reaction is to complain and petition to return to the old way of doing things, which has caused negative issues that are considered a burning issue in the education sector. And the incompetence of the management agency has caused legitimate tutoring and negative tutoring to be put in the same basket, mixing good and bad.

In fact, the new regulations on extra teaching and learning do not prohibit teachers from giving extra teaching, but only put this activity in order, in accordance with the law, and require those involved to fulfill their responsibilities.

Among the many mixed opinions, some people say "just strictly follow the regulations, everything will gradually be fine". Perhaps, given the current chaos surrounding the story of extra teaching and learning, the above message is the most appropriate.

Because each of us needs to form a habit of complying with legal regulations first. This approach helps us to be more proactive in thinking about how to do things, how to solve difficulties, instead of just complaining and backing down.

During the implementation process, there may be shortcomings. This is inevitable because no legal document can cover all practical situations. In that case, propose adjustments based on actual implementation.

Individual teachers may also need to be more aware of their professional responsibilities, their responsibilities to students, their responsibilities to comply with regulations in tutoring, including the obligation to pay taxes when participating in a service regulated by law.

With these things, teachers can completely do their jobs properly and earn extra income from their jobs instead of being "put in the same basket" with condemnable behaviors in extra teaching like before.

Learning to obey the law is our choice in a civilized society, but it will be difficult for those who are afraid of change, afraid to give up habits and ways of doing things that once brought them benefits easily.
