In 2025, the city aims to accelerate site clearance progress with many synchronous solutions, especially the concretization of new policies, decrees and regulations of the 2024 Land Law into practice of compensation, support and resettlement.

Talking to Da Nang Newspaper about this issue, Deputy Director of the Department of Natural Resources and Environment Vo Nguyen Chuong said:
- In 2024, under the strong direction of the Standing Committee of the City Party Committee, the People's Council and the City People's Committee, site clearance work was promoted, bringing positive results. Mechanisms and policies were improved in a more flexible and people-friendly direction. Many solutions were applied such as decentralization and delegation of authority to the People's Committees at district and commune levels in land acquisition, deciding on some contents on the quality of houses, architectural works, and resettlement land arrangement; working groups such as Group 888 were established to remove practical obstacles related to site clearance work.
Last year, the city had 104 projects with 8,408 records and 8,380 graves that needed to be cleared. Accordingly, by December 31, 2024, 32/104 projects had been completed, reaching a rate of 30.8% (an increase of 10% compared to 2023 and 17% compared to 2022); 5,126/8,408 records had been completed, reaching a rate of 61% (an increase of 36.8% compared to 2023 and 45.3% compared to 2022). Of which, many clearance projects made positive progress.
Typically, the Hoa Lien - Tuy Loan expressway project has cleared 1,220 files, 272 houses and 3,298 graves in nearly 9 months. There are 600 graves of the project to upgrade and expand National Highway 14B that were handed over to people and businesses within 90 days. Regarding the disbursement of compensation capital, more than 1,347 billion VND / 1,748 billion VND, reaching over 77% (up 8.82% compared to 2022 and 44.47% compared to 2023).
In terms of site clearance, Lien Chieu district is the leader with 16 completed projects, followed by Hoa Vang district with 8 projects. In terms of file handover speed, Hoa Vang district is the leader with 3,677/5,928 files (62%); followed by Lien Chieu district with 1,005/1,674 files (60%).
This result was achieved thanks to the City People's Committee implementing many new policies including: promoting decentralization, authorizing district level to appraise and approve resettlement plans; limiting compensation costs, adjusting total investment; supporting minimum resettlement quota as well as regulations on resettlement in two-frontage plots; compensation mechanism in cash according to market prices...
* Besides the positive results, what difficulties and obstacles are there in site clearance work, sir?
- In addition to the positive aspects, compensation and clearance work in the city in 2024 still has some problems such as: decentralization and delegation of authority are not effective; although this is a correct policy, the implementation has not been fully effective due to fear and lack of determination in applying authority, especially in approving additional support.
On the other hand, the compensation price is still calculated according to the land price list multiplied by the adjustment coefficient, which does not accurately reflect the market price, leading to disagreement among people, especially in locations where resettlement is difficult. Moreover, the compensation price for houses and constructions is low, close to reality, causing frustration and slowing down the progress of site handover. In addition, some projects do not have actual land to allocate to people, causing difficulties in mobilizing and enforcing land acquisition, especially in Hoa Vang district.
The delay in converting resettlement land funds, although the City People's Committee has agreed on the conversion policy, the compensation councils in districts have not boldly implemented it, causing the resettlement land debt situation to not be resolved. District and county professional agencies have not been proactive, their staff is limited, and their advice is ineffective, affecting the progress of site clearance. Some project investors have not been proactive, lack professionalism in site clearance work, have not coordinated closely with localities, and have put the responsibility on the district and county compensation councils.
The management of agricultural land in some localities is still loose, illegal transfers and exploitation of policies for personal gain complicate land recovery. The clearance of some projects is still scattered and not yet completed; resource allocation is unscientific, and the processing of difficult documents is slow, causing a "leopard skin" situation affecting construction.
* In the coming time, what solutions will the Department of Natural Resources and Environment have to overcome these limitations?
- To effectively implement the land acquisition and clearance work, it is necessary to first completely overcome the shortcomings mentioned above to speed up the progress of land acquisition and clearance, ensure people's rights and effectively implement projects. At the same time, it is necessary to take advantage of new policies such as applying the 2024 Land Law and Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city to speed up the progress of land acquisition and clearance from the beginning of 2025.
In addition, it is necessary to promote administrative procedures, synchronously implement solutions to remove obstacles, especially cutting unnecessary procedures, especially in compensation and resettlement support; complete the Project on exploiting public land funds, implement resettlement location swaps to reduce debt pressure and save public investment. Project management boards must be responsible to the city leaders for the progress of construction of resettlement areas.
For the People's Committees of districts and towns, they should proactively decide on the contents that have been decentralized, avoid submitting unnecessary documents; at the same time, make a compensation plan for 2025 close to the plan for disbursing public investment capital, ensuring reasonable progress. The construction sector and the agriculture and rural development sector should proactively update and publish compensation prices close to the market to ensure the rights of people whose land has been recovered.
Localities will strengthen inspections and strictly handle acts of encroachment and illegal construction, especially in areas planned for land acquisition. In particular, Lien Chieu district will focus on reviewing cases of illegal construction on agricultural land and propose solutions to remove obstacles in the second quarter of 2025.
Strengthen the role of Party committees, authorities and socio-political organizations in propaganda, mobilizing people's consensus as well as proactively and closely coordinating between the city and localities through Working Group 888 to promptly remove obstacles in site clearance work; proactively arrange flexible resettlement, reduce pressure on land funds, and at the same time, consider social housing policies for people whose land is recovered.
The compensation and site clearance plan for projects in the city in 2025 includes 71 projects divided into 3 groups. Of which, group 1/2024 includes 32 projects with 1,107 records; group 1/2025 includes 28 projects with 4,682 records; group 2/2025 includes 11 projects with 1,448 records. Accordingly, the city aims to complete site clearance work in 2025 including 6,329 records; in 2026, complete 1,087 records. Particularly for projects with problems in investment preparation procedures; projects that have not implemented land acquisition; projects that have not yet provided compensation funds in 2025 or projects that do not have investment policies, the city will add them to the plan if the problems are resolved.
