BHG - Developing industrial production, promoting domestic trade, expanding import and export of goods and developing power grid infrastructure in border areas... are strategic solutions expected to create key driving forces not only to help the industry and trade sector make a breakthrough but also to affirm its pivotal role in the province's socio-economic development.
Achievements intertwined with challenges
The year 2024 ended with many remarkable achievements of the Industry and Trade sector when important socio-economic indicators all grew positively. The industry played a leading role with an industrial production index of 113.6%, an increase of 13.6% compared to 2023. In particular, the electricity production industry had a high growth rate. Hydropower projects achieved an output of nearly 2,920 million kWh, generating revenue of more than 2,950 billion VND. Thereby, not only contributing taxes and fees of up to 845.46 billion VND but also helping more than 600 workers have stable jobs with an average income of 6 - 15 million VND/person/month.

In particular, the province has completed investment in the construction, renovation and upgrading of 12 market projects; maintained effective operations at 42 markets that have converted their business and exploitation models from state management to enterprises, contributing to raising the total retail sales of goods and consumer service revenue to nearly 19,560 billion VND, an increase of 15.7% compared to 2023. Not only that, our province has also put into operation Vincom Trade Center (Ha Giang city), creating a modern shopping, entertainment and recreation space, improving the quality of commercial services. In addition, import and export activities have many positive changes; the total value of import and export goods reached 308 million USD, an increase of 5.1% compared to 2023.
However, the industry and trade sector also faces many difficulties and challenges. In particular, the industrial production sector has slow and unstable growth, especially in the fields of mineral exploitation and processing industry. In 2024, due to difficulties in investment capacity, reserves and market prices, only 4/9 mineral exploitation points will be operational. Many mines have to temporarily suspend operations to complete legal procedures on land and construction. In addition, the infrastructure of industrial clusters is not yet synchronized, lacking clean land to attract investment.
Currently, border villages in the province have basically invested in the national power grid to the village center, ensuring stable power supply for the people. However, the power grid infrastructure is still lacking, especially in remote areas, due to fragmented terrain, scattered population and lack of investment capital. The whole province still has 12/124 border villages that have not met the electricity criteria according to the New Rural Area (NTM) criteria, accounting for 9.67% while the target of the Resolution of the 17th Provincial Party Congress sets the target of 100% of border villages having electricity meeting the NTM criteria by 2025. On the other hand, the investment in the construction of 110kV power lines and transmission transformer stations according to the plan is still slow, not meeting the investment progress of hydropower plants, leading to difficulties in investment, connection and transmission of hydropower projects in some areas in the province...
Along with the above difficulties, import-export activities are not commensurate with the province's potential and mainly take place at the Thanh Thuy - Thien Bao International Border Gate pair. The bilateral border gates of Xin Man - Do Long and Sam Pun - Dien Bong have sluggish import-export activities. The main reason is that the border gate infrastructure and traffic infrastructure are not yet synchronized, the logistics infrastructure is not yet developed, far from the center and the place of production of goods. The structure of goods is still modest in quantity, not diverse in types, and the turnover value is not high. Moreover, import-export activities depend largely on the policies of the neighboring country China, which significantly affects import-export activities in particular and the development of the border trade economy in general.
Great effort, drastic action
In order to create a breakthrough and affirm its pivotal role in socio-economic development, in 2025, the Industry and Trade sector will focus on implementing four strategic "spearheads". The focus is on promoting industrial production growth to 15%; expanding the domestic consumption market with the goal of increasing total retail sales of goods and services to 11%; promoting import and export of goods to reach the 500 million USD mark; completing the supply of electricity to 12 border villages, ensuring that 100% of border villages have electricity according to the NTM criteria.
Accordingly, in mid-February, the Department of Industry and Trade coordinated with departments, branches, and People's Committees of 11 districts and cities to discuss solutions and strive to successfully achieve the socio-economic development targets for 2025. Based on practical analysis, the sector has developed a specific implementation roadmap with many practical and highly feasible solutions, focusing on four key areas. At the same time, focusing on fundamental solutions to create favorable conditions for businesses and attract investment such as: Promoting reform, simplifying administrative procedures, creating an open and transparent business environment; proactively removing difficulties and obstacles for businesses, especially for key projects; mobilizing social resources to attract investment in the urban, tourism, and service sectors, meeting the requirements of sustainable socio-economic development. At the same time, resolutely and strictly handling violations, ensuring transparency and fairness in production and business activities.

For example, coordinating with the Department of Natural Resources and Environment to implement auctions and grant mineral exploitation licenses to effectively exploit resources, ensuring long-term benefits; coordinating with the Customs Department and the Department of Foreign Affairs to increase negotiations, promote import and export activities; cooperating with the Department of Statistics to ensure accurate data, serving the assessment and timely adjustment of policies; coordinating with the People's Committees of 11 districts and cities to effectively implement tasks and solutions for socio-economic development of the industry and trade sector...
With a systematic strategy and synchronous solutions, the Industry and Trade sector is gradually building a solid foundation for a breakthrough in 2025. Along with that, proactiveness, flexibility, creativity and high determination are the "keys" for the Industry and Trade sector to open the "door" to realize the important goals set. Thereby, contributing to promoting socio-economic growth, improving people's lives, bringing our province further on the journey of rapid, sustainable and prosperous development.
