Identifying the role and importance of projects in industrial parks (IPs), the Provincial People's Committee has directed the Provincial Industrial Park Management Board to actively coordinate with departments, branches, and People's Committees of districts and cities to focus on compensation and site clearance (BT-GPMB); promote investment promotion and attraction activities in IPs in a focused and key direction. At the same time, create favorable conditions for manufacturing enterprises to expand their consumption markets, increase production capacity and support projects to soon come into production and effective business operations in 2025, contributing positively to the province's economic growth at a double-digit rate.

As a key industrial district of the province, up to now, Binh Xuyen has had 8 industrial parks with a land area of over 1,776 hectares, of which 4 industrial parks have been put into operation, 1 industrial park is under construction and 2 industrial parks have been approved by the Prime Minister for investment but have not been allocated land for construction (Nam Binh Xuyen and Binh Xuyen II - phase 1).
The industrial parks have attracted 403 valid investment projects, including 308 FDI projects with registered capital of more than 5.4 billion USD and 95 DDI projects with registered capital of more than 23 trillion VND; the occupancy rate of operating industrial parks reached more than 84%.
However, in the established industrial parks in the district, there are still 587.3 hectares of land that have not been completed for land acquisition and compensation to be handed over to investors, leading to the delay and delay in project implementation, pushing up infrastructure rental prices and factory rental prices in the industrial parks, affecting the competitiveness and efficiency of the project as well as the investment environment of the province.
Up to now, out of 17 industrial parks that have been established and granted investment registration certificates in the province, only 9 industrial parks have come into operation, 3 industrial parks are under construction and 5 industrial parks are carrying out site clearance.
Of the 82 projects that have not yet come into production or business, 33 projects are currently constructing and installing factory machinery and equipment; 40 projects have been newly licensed and are completing project implementation procedures, 5 projects are currently implementing BT-GPMB and 4 projects are being delayed and have not yet been implemented.
To remove difficulties and create conditions for projects to come into operation soon, since 2024, the Provincial Industrial Park Management Board has actively supported and quickly resolved administrative procedures for investors and enterprises to implement projects, expand production and business, increase investment capital or carry out procedures to adjust and supplement objectives, adjust project implementation progress, change investor information, rename investment projects, etc.
These include the difficulties of Inno Flex Vina II Co., Ltd. in adding 2 more plating lines to the production process; Utech Vietnam Co., Ltd. in the process of converting the project, supplementing and adjusting the operating objectives to suit the industry and investment fields of Binh Xuyen Industrial Park; resolving the difficulties between DM Vina Co., Ltd. and Viettronics Company regarding the project location; advising the Provincial People's Committee to resolve the difficulties of some industrial parks in finding land sources for leveling...
However, problems that have existed for many years related to BT-GPMB work, lack of workers' housing or local difficulties such as lack of land for leveling, determining land rental prices... have been causing many projects in industrial parks to be behind schedule in construction and putting into production and business operations.
With a favorable geographical location, located in the Bac Giang - Thai Nguyen - Vinh Phuc - Phu Tho industrial belt, Vinh Phuc is identified as an important driving force to promote economic growth for the whole region and plays the role of an industrial center of the Hanoi capital region. Therefore, in order to achieve the target of double-digit economic growth in 2025, through a working session, field inspection and listening to the People's Committees of Binh Xuyen and Tam Duong districts and investors report on difficulties and obstacles in the work of compensation and site clearance for new industrial park projects recently, Chairman of the Provincial People's Committee Tran Duy Dong assigned departments and branches to coordinate and guide localities to implement resettlement plans in accordance with reality, remove obstacles in the order and procedures for implementing compensation and site clearance work according to regulations in the shortest time.

Especially for Binh Xuyen - a key district for developing industrial parks of the province, with the determination to develop a plan to enforce against procrastination; determined to complete the BT - GPMB work of the Nam Binh Xuyen Industrial Park project before December 2025.
The Chairman of the Provincial People's Committee also requested investors to coordinate with departments, branches and localities to urgently complete technical infrastructure of industrial parks according to regulations.
Carrying out the tasks assigned by the Provincial People's Committee, the Provincial Industrial Park Management Board continues to preside over and closely coordinate with departments, branches, sectors and People's Committees of districts and cities to review and advise the Provincial People's Committee on the actual situation and solutions to remove difficulties and obstacles in investing in construction and completing infrastructure of 8 industrial parks being deployed in the province, including Song Lo I, Song Lo II, Tam Duong I - Zone 2, Tam Duong II - Zone A, Nam Binh Xuyen, Thai Hoa - Lien Son - Lien Hoa, Phuc Yen, Dong Soc, especially regarding BT-GPMB, determining land rental prices...
In particular, create favorable conditions and actively support 32 projects expected to come into production and business in 2025 to contribute positively to the province's economic growth. Coordinate with departments, branches and localities to effectively implement the plan and program to promote and attract investment in the province's industrial parks according to the province's orientation and policies; in which, prioritize high-tech industry, supporting industry, industrial park infrastructure; strive to attract investment capital in the industrial park to reach at least 690 million USD of FDI capital and 2 trillion VND of DDI capital.
