Thanks to the innovation of content and methods of investment promotion with focus and key points, in 2024, Ninh Thuan's investment promotion sector has achieved many results.

Many activities to promote investment

According to the Ninh Thuan Provincial Investment, Trade and Tourism Promotion Center, in the past time, the Center has coordinated with departments, branches, localities and relevant agencies and units to advise the Provincial People's Committee to issue the Program for Investment, Trade and Tourism Promotion in Ninh Thuan Province in 2024 (Decision No. 234/QD-UBND dated April 12, 2024). The Center also advised the Provincial People's Committee to approve the List of 55 priority projects calling for investment in Ninh Thuan Province in Decision No. 193/QD-UBND dated March 30, 2024 as a basis for calling for investment.

Notably, in the past year, the Center has successfully advised on organizing 03 promotion conferences, including: Conference to announce the Planning and Investment Promotion in the province; Conference to connect, promote investment, trade and tourism in Ninh Thuan province in Dong Nai, Ho Chi Minh City, with a total of over 920 delegates attending, creating good dissemination, attracting the attention of many domestic and foreign investors. At the same time, it has advised the Provincial People's Committee to organize receptions and work with over 30 domestic and international investors coming to Ninh Thuan to learn about the potential, advantages and seek investment opportunities in the province; has guided investment procedures for 20 investors registering in the fields of renewable energy, urban areas, agriculture, tourism, etc. Thereby, promoting connection activities, introducing potentials, strengths, preferential policies, investment and business environment and attracting investment in the fields, especially in the key economic zone of the South and industrial parks and clusters in the province.

In 2024, the Center also coordinated with departments, branches and localities to support investors in completing procedures, legal documents, and meeting relevant conditions for the Provincial People's Committee to issue investment policy decisions and approve investors for 08 projects with a total investment of VND 24,077 billion; Decision to approve investment policy to select investors for 05 projects with a total investment of VND 7,808 billion; advised the Provincial People's Committee to sign Memorandums of Understanding for 07 projects with a total investment of more than VND 120,000 billion. At the same time, coordinated with departments and branches to sign 18 Memorandums of Understanding to research, survey, and develop projects in the Province at the Dong Nai and Ho Chi Minh City Promotion Conferences.

According to the assessment of the Foreign Investment Agency on FDI attraction by September 2024, Ninh Thuan has 44 FDI investment projects with a total capital of more than 1.2 billion USD, ranking among the top 10 provinces in the country.

In recent times, the center has also welcomed and worked with many foreign investors from the Netherlands, Germany, Korea, China, Japan, etc. to call for investment in industries with development advantages such as energy, renewable energy (wind power, solar power), hydrogen, gas power, LNG, production of electricity storage batteries, post-salt chemicals, etc.

Strengthening business development support

Along with investment attraction activities, in recent times, supporting business development and guiding investors in carrying out administrative procedures in business investment have always been identified as one of the key tasks.

Mr. Truong Van Tien - Director of the Center for Investment, Trade and Tourism Promotion affirmed: Supporting and creating the best conditions for businesses and investors to operate in the province is the top priority of the Center. With the motto of action "Professional, companionship, efficiency", the Center actively innovates content and methods, creating strong changes in investment, trade and tourism promotion; focusing on consulting, investment support, and business support; promptly guiding and supporting investors in the process of implementing steps from survey to completing investment dossiers, in order to shorten the time to implement investment procedures, creating the most favorable conditions for investors to confidently implement projects and develop sustainably.

Accordingly, in the past time, the Center has signed a Coordination Charter with 05 Business Associations (Provincial Business Association; Provincial Tourism Association; Provincial Aquatic Breeding Association; Provincial Bird's Nest Association; Young Entrepreneurs Association) to coordinate in providing information, grasping the business operations; synthesizing and proposing difficulties and obstacles in production and business, improving the investment and business environment; advising on organizing 09 periodic, monthly and quarterly Business Meetings with a total of over 250 participating businesses, thereby promptly removing difficulties and obstacles for 37 businesses related to the fields of land, minerals, environment, construction, investment, etc.

The Center also coordinated with departments, branches and localities to review and advise on resolving difficulties and problems for 22 investors, thereby helping investors to remove obstacles in legal procedures in implementing investment procedures, speeding up the progress of project implementation. Successfully coordinated to organize a workshop to evaluate and analyze the contents affecting the Provincial Competitiveness Index (PCI) in 2023 and solutions to improve the PCI Index of Ninh Thuan province in 2024 and the following years.

Based on the achieved results, in the coming time, the Center for Investment - Trade and Tourism Promotion of Ninh Thuan province will continue to coordinate with departments, branches, localities and relevant agencies and units to advise the Provincial People's Committee to promulgate the Program for Investment, Trade and Tourism Promotion of Ninh Thuan province in 2025 with focus and key points, associated with new investment cooperation criteria; prioritize attracting investment in accordance with the planning and development orientation of sectors and fields, especially in areas where the province has advantages, such as renewable energy, tourism, high-tech agriculture, industrial parks and clusters; focus on promoting in provinces and cities of the Southern key economic region and in traditional countries that are in need of restructuring the supply chain and shifting investment. At the same time, ensure the diversification of investment promotion forms; improve quality and efficiency, avoid formalities and spreading; attract selective investment in accordance with the goals and requirements in the new situation.

At the same time, strengthen the work of supporting investors, proactively approach directly, closely follow investors to call for, support and accompany investors from the research, survey, completion of related procedures until project implementation and legal support on procedures, investment and business activities for Enterprises and Investors in the province. At the same time, always pay attention to on-site investment promotion for investors with projects being implemented in the province; grasp difficulties and obstacles, promptly coordinate with departments, branches and localities to support the fastest and most effective solution; Continue to accompany and create the most favorable conditions, maximum support for enterprises and investors in surveying, learning and implementing procedures related to investment in the province, ensuring smoothness and efficiency.

The Ninh Thuan Provincial Investment, Trade and Tourism Promotion Center was established under Decision No. 954/QD-TTg dated August 15, 2023 of the Prime Minister, on the basis of merging the Economic Development Office under the Department of Planning and Investment, the Industrial Promotion and Trade Promotion Center under the Department of Industry and Trade, and the Ninh Thuan Provincial Tourism Promotion Information Center under the Department of Culture, Sports and Tourism.

The arrangement and consolidation of 03 public service units performing tasks of investment, trade and tourism promotion under the Departments into the Investment, Trade and Tourism Promotion Center under the Ninh Thuan Provincial People's Committee creates unity and consistency in the leadership and direction of organizing activities on investment, trade and tourism promotion; overcomes fragmentation and dispersion, helps manage and effectively use resources, increases connectivity between Departments, branches and sectors when handling related work. From there, it has created a breakthrough, improved the quality and efficiency in consulting and implementing tasks on investment, trade and tourism promotion, contributing to improving the investment and business environment, creating maximum convenience for investors and enterprises when investing in the Province.
