On the morning of February 16, under the chairmanship of Prime Minister Pham Minh Chinh, the State Steering Committee for important national projects and works, key to the transport sector, held its 9th meeting in both direct and online formats. Attending the meeting were Deputy Prime Minister Tran Hong Ha and leaders of relevant central ministries, departments and branches. The country currently has 34 projects (86 component projects) in 48 provinces and cities; of which, 45 projects are implemented by localities, under the tasks of the State Steering Committee for important national projects and works, key to the transport sector.
With the close and decisive direction of the Prime Minister and Deputy Prime Ministers, along with the close and responsible coordination and implementation efforts of ministries, branches and localities, the transport sector has achieved many results. Many difficulties and problems that have existed for a long time in a number of projects have been focused on and resolved; investment preparation for projects has been accelerated, many projects have started construction in 2023; many projects have been inaugurated and put into use, promoting investment efficiency.
With newly implemented projects, the provinces have focused their forces on organizing site clearance, basically meeting the construction schedule; investors and contractors have made great efforts to construct with high determination; the disbursement results of the projects have all reached high levels or exceeded requirements.
However, the construction of resettlement areas and relocation of technical infrastructure in some localities is still slow; there is a lack of construction materials in some projects...
In Ha Tinh, the North-South Eastern Expressway project for the 2021-2025 period has completed the inventory work; the approval of the compensation plan has reached 99.74% and the site has been handed over to the investor at 98.49%. The progress of disbursement of land acquisition capital to date is 2,499.98 billion/2,689.58 billion VND (92.95%). Regarding the construction of resettlement areas, up to now, construction of 26/30 resettlement areas has been completed, the volume of unfinished areas has reached 97 - 99%. |

At the meeting, delegates discussed tasks, solutions, and coordination to remove difficulties and obstacles, and promote the progress of project implementation. Delegates also suggested reviewing mechanisms and legal policies to improve and create an open investment environment for effective project implementation.

In his directive speech, Prime Minister Pham Minh Chinh acknowledged that in recent times, ministries, branches and localities have actively implemented assigned tasks with high determination and great efforts, many difficulties have been resolved, and progress has basically met requirements.

The Prime Minister emphasized that the implementation progress in 2024 is extremely important, as a premise for completing projects according to the set plan, especially projects completed in 2025. Therefore, ministries, branches and localities need to be more active and determined, focusing on removing difficulties and obstacles, achieving the set goals.
The Prime Minister requested members of the steering committee, ministries, branches, agencies, localities, project management boards, investors, contractors... to proactively and actively carry out assigned tasks and agreed commitments seriously and on schedule, based on their functions, duties and powers; improve quality, enhance techniques, ensure labor safety and environmental sanitation.
Relevant entities and individuals need to proactively coordinate closely and effectively, resolve work within their authority, avoid pushing and coping; resolve difficulties where they arise, and resolve problems at any level. Pay special attention to building resettlement areas, creating jobs, livelihoods, and socio-economic infrastructure so that people can resettle with peace of mind.
The Government will promote decentralization and authorization in investment, construction, and management of traffic works, improve implementation capacity for subordinates, and strengthen inspection, supervision, and control of power.
The Government Office coordinates with the Ministry of Transport to monitor and urge the implementation of assigned contents, tasks and progress.
