Speaking at the opening of the solemn session of the Congress, comrade Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, President of the Vietnam Civil Servants' Trade Union said that in the 2018 - 2023 term, in the context of many difficulties, especially the impact of the COVID-19 pandemic, with a sense of responsibility, solidarity, flexibility and creativity, the Vietnam Civil Servants' Trade Union at all levels has strived to overcome all difficulties and challenges, innovated the content and methods of operation, proposed many new policies and solutions and organized effective implementation, basically completing the goals, tasks and targets set by the Resolution of the 5th Congress of the Vietnam Civil Servants' Trade Union.
The activities of the Vietnam Civil Servants' Trade Union at all levels have actively contributed to the successful completion of political tasks of each agency and unit, continuing to affirm the role and position of the trade union organization, contributing to building a clean and strong Party and State.
Towards the Congress, from the beginning of 2023 until now, trade unions at all levels have focused on organizing congresses at their level well, encouraging cadres, union members, and workers to compete to achieve achievements to welcome trade union congresses at all levels and the 6th Congress of the Vietnam Civil Servants' Trade Union, the 13th Congress of the Vietnam Trade Union with many practical and meaningful activities.
Trade unions at all levels have promoted their intelligence, discussed enthusiastically and contributed many ideas to the documents submitted to the Congress and sent many proposals to the Party, State and Vietnam General Confederation of Labor...
Propose 3 important breakthroughs
Regarding the goals, tasks and solutions for the 2023-2028 term, the draft political report sets out the goal of focusing on innovating the content and methods of trade union activities in a modern, practical and attractive direction; increasing resources to effectively perform the tasks of representing, caring for and protecting the legitimate and legal rights and interests of union members and workers; proactively participating in state management and socio-economic management; actively participating in inspection, supervision and monitoring; promoting propaganda, mobilization and education of union members.
In addition, focus on building all levels of civil servant unions that are strong in politics, ideology, organization and staff; participate with Party committees and professionals in building and improving the quality of cadres, civil servants, public employees and workers; promote patriotic emulation movements and campaigns, contributing to building strong agencies and units, and a prosperous and happy country.
To achieve the above goal, the Congress proposed 3 breakthroughs: Building a team of union officials at all levels, focusing on grassroots union presidents with courage, skills, enthusiasm, responsibility, creativity, meeting the requirements of the task; Coordinating with leaders of agencies, units, and enterprises to improve the quality of human resources; Promoting digital transformation in the activities of agencies and units, focusing on digital transformation in union activities.
Speaking at the Congress, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, highly appreciated the achievements of the Vietnam Civil Servants' Trade Union in the past time, and affirmed the role of the civil servant trade union force in advising policies for Party and State agencies. The Vietnam Civil Servants' Trade Union has encouraged cadres to overcome all difficulties and challenges, promote a sense of responsibility and creativity in work, and prevent the COVID-19 pandemic. Civil servant trade unions nationwide participate in administrative procedure reform, digital transformation, and enhance national competitiveness.
Promoting the results achieved in the past time, in the coming time, comrade Nguyen Xuan Thang said that, in addition to participating in the development of legal policies, trade union officials need to "incarnate" into the activities of workers, taking care of workers' lives. The second session of the Congress took place with the following contents: Report on the first working results; Report on the summary of activities of the Vietnam Civil Servants' Trade Union for the 2018-2023 term, goals and tasks for the 2023-2028 term; Synthesis of opinions and recommendations of union members, civil servants, public employees and workers to the Party, State and Vietnam General Confederation of Labor; Report on the results of discussions on personnel and results of candidacy and nomination; vote to finalize the list to elect the Executive Committee for the 2023-2028 term; Launch of the Executive Committee of the Vietnam Civil Servants' Trade Union for the 2023-2028 term,...
On this occasion, the Vietnam Civil Servants' Trade Union also awarded the "Dedication" prize to individuals who are Party committees and union officials who have made many contributions to the activities of the Vietnam Civil Servants' Trade Union during the past term.
At the solemn session, 35 members of the Executive Committee of the Vietnam Civil Servants' Trade Union for the 2023-2028 term were introduced to the Congress. Comrade Duong Trung Thanh, Chairman of the Ministry of Natural Resources and Environment Trade Union, was honored to be elected to the Executive Committee of the Vietnam Civil Servants' Trade Union for the 2023-2028 term.
