At the end of 2023, the government and functional agencies of Ngo Quyen district, Hai Phong city and May To and May Chai wards (both in Ngo Quyen district) will focus on completing the site clearance work for the Nguyen Trai bridge construction investment project and urban beautification of the surrounding area connecting the inner city with Thuy Nguyen district - a locality that will become a city under Hai Phong city in 2025.

According to information from the People's Committee of Hai Phong City, the project to invest in the construction of Nguyen Trai Bridge and urban beautification of the surrounding area (Nguyen Trai Bridge Project) was approved by the People's Council of Hai Phong City in investment policy and adjusted in the following decisions: No. 49/NQ-HDND dated December 22, 2020; No. 34/NQ-HDND dated August 21, 2021; No. 36/NQ-HDND dated July 20, 2022 and Decision No. 2776/QD-UBND dated September 14, 2023 of the People's Committee of Hai Phong City.

The Nguyen Trai Bridge project uses Hai Phong City's budget with a total investment of nearly 6,332 billion VND. This is one of three major projects using budget capital that Hai Phong City plans to start construction in 2024, along with the following projects: Investment in the construction of Hoa River Bridge and the section through Hai Phong of the road from Thai Binh City (Thai Binh Province) to Nghin Bridge (over 760 billion VND); Investment in the construction of the road from Provincial Road 354, Tien Lang District to National Highway 10, Vinh Bao District, Hai Phong City (over 1,382 billion VND).

Real Estate - Hai Phong: — The architectural project "The Sail of the Port City" won second prize in the architectural competition for Nguyen Trai Bridge, Hai Phong City.

According to the original plan, the Nguyen Trai Bridge Project was to start construction in 2023. However, due to difficulties related to budget allocation, construction site, design plan, etc., Hai Phong City decided to postpone the project commencement date to 2024.

Hai Phong City expects Nguyen Trai Bridge, along with three previously completed bridges, including Hoang Van Thu Bridge, Kien Bridge, and Binh Bridge, to help promote socio-economic development and facilitate traffic for Thuy Nguyen District, which will be upgraded from a district to a city under Hai Phong City in 2025 according to Decision 1388/QD-TTg signed by Deputy Prime Minister Tran Hong Ha.

This is also the main reason why, despite some difficulties, Hai Phong City still decided to spend a large amount of budget, up to more than 6,300 billion VND, to implement the Nguyen Trai Bridge construction investment project and urban beautification of the surrounding area.

To ensure the landscape and aesthetics of the project, in 2022, the People's Committee of Hai Phong City organized an architectural competition for Nguyen Trai Bridge. As a result, the two architectural plans TH01 "Sail of the Port" and HP68 "Art of Waves" were awarded the second prize by the Hai Phong City Architectural Plan Competition Council (there was no first prize).

Land clearance one step ahead

To serve the Nguyen Trai Bridge Project, Hai Phong City has allocated more than 1,576 billion VND out of the total investment capital of more than 6,300 billion VND for the project for site clearance. The total land area recovered for the project is nearly 5.5 hectares, involving 33 organizations and 180 households in May To and May Chai wards, Ngo Quyen district, Hai Phong city.

In May To ward, the People's Committee of Ngo Quyen district reclaimed land from 21 organizations and 131 households. In addition, Ngo Quyen district also organized the relocation of 33 households using apartment buildings subject to the project at 8 May To street and 6 Nguyen Trai street in May To ward. For May Chai ward, Ngo Quyen district reclaimed land from 12 organizations and 16 individuals.

With the view that site clearance is one step ahead, thereby creating favorable conditions for investors to implement the project, Hai Phong City People's Committee requested Ngo Quyen District authorities to urgently and resolutely carry out site clearance work according to the requirements of Hai Phong City People's Committee, basically completing it in 2023. Leaders of Hai Phong City People's Committee have repeatedly gone to the field to inspect and urge local site clearance work.

According to information from the People's Committee of Ngo Quyen District, to ensure the progress of the Nguyen Trai Bridge Project as required by the People's Committee of Hai Phong City, the People's Committee of Ngo Quyen District has established a Land Acquisition Working Group led by Mr. Le Chuong - Vice Chairman of the People's Committee of Ngo Quyen District.

Up to now, thanks to the high concentration of site clearance work, Ngo Quyen district authorities have basically approved the compensation and support plan for cases subject to relocation, with land recovered for the project. Many households have dismantled their own structures and architectural objects, relocated and handed over the clean land to the locality.

At the recent inspection of the land acquisition and clearance work of the Nguyen Trai Bridge Project, Mr. Cap Trong Tuan - Chairman of the People's Committee of Ngo Quyen District, Hai Phong City, informed that in order to remove difficulties and obstacles in land acquisition and clearance, the People's Committee of Ngo Quyen District requested the policy of Hai Phong City for some support policies for people whose land was recovered, such as: Other support for land and architectural objects.

At the same time, the People's Committee of Ngo Quyen District coordinates with relevant departments and branches of Hai Phong City to promptly resolve difficulties and problems arising during the project implementation process. For cases of intentional non-compliance with the land recovery policy for the project, the People's Committee of Ngo Quyen District completes the documents and procedures, and requests instructions from Hai Phong City to organize enforcement in accordance with the provisions of law .
