Removing obstacles in policy mechanisms, unlocking resources, attracting and developing human resources for science and technology development requires strong investment in higher education to develop science and technology resources and innovation.

According to delegate Vuong Quoc Thang, from the experience of many countries in the world, investment in science, technology and innovation needs to be associated with investment in developing high-quality, highly qualified human resources, that is, focusing on investment in higher education - where creative human resources and human resources are trained to carry out science, technology and innovation tasks. Develop strategies, programs and projects for about 10 years, focusing on high-tech and strategic technology fields, promoting resources from the State and the whole society.

Regarding the draft resolution, delegate Vuong Quoc Thang proposed to study and supplement breakthrough policies in cooperation between state agencies, universities and enterprises with the goal of considering this an important driving force in developing science and technology, innovation and the country's economic development.

In addition, in addition to the policies stated in the draft resolution, it is necessary to supplement policies on attracting, developing and improving the operational capacity of the team of scientific managers and scientists; especially, it is necessary to mention the country's development scenarios in the short, medium and long term.

It is also necessary to consider mechanisms to promote scientific research activities from high school to university level, in order to foster a passion for scientific research and nurture young scientists right from high school and university environments, thereby contributing to promoting an abundant human resource for science, technology and innovation activities.
