On the afternoon of May 29, discussing the monitoring report on the mobilization, management and use of resources for COVID-19 prevention and control, delegate Pham Khanh Phong Lan acknowledged that the COVID-19 pandemic is a test to determine the health sector's capacity, in order to have appropriate policies.

From the reality of the epidemic center of Ho Chi Minh City, Ms. Lan said that mobilizing, managing, and using resources to prevent and fight the COVID-19 epidemic has many difficulties. When the epidemic broke out in Ho Chi Minh City, many businesses and people with a golden heart wanted to contribute and support the epidemic prevention work, but according to Ms. Lan, contributions in kind are easier to use than in cash. "Our predictions about such contributions have partly come true when there were a series of inspections and checks after the pandemic," Ms. Lan said.

There are many bottlenecks in the management of resources for epidemic prevention, and the use of resources also faces a similar situation. "When there is a shortage of vaccines, the press reflects the situation of "grandfathers and grandfathers" intervening to get vaccinated, but we do not allow vaccination services to reduce the burden on the public sector" - delegate Pham Khanh Phong Lan reiterated.

Or in the case when the community is lacking treatment drugs, the Ministry of Health is slow to register Molnupiravir, leading to illegal trading, price hikes, causing damage to the people.

The Ho Chi Minh City delegate suggested that the monitoring report should include a balance between building and preventing. Delegate Lan agreed that negative things must be prevented, but in reality, have we paid due attention to building a stronger health sector during the time of fighting the pandemic and in the future?

From the above issues, female delegate Pham Khanh Phong Lan suggested that monitoring and reporting work should be put into practice, so that in case the epidemic returns, we can better cope. However, with the current mentality of hesitation, fear, and making things difficult for ourselves, the delegate wondered "what will happen when the pandemic returns".

According to delegate Pham Khanh Phong Lan, a mechanism is needed to protect those directly involved in epidemic prevention and control, to avoid any future situations. "I am also a member of the monitoring team, and have been to the epicenter of the epidemic. When the monitoring team went to the localities, I witnessed many people in tears," said the delegate.

Delegate To Thi Bich Chau (HCMC delegation) also emphasized that the report clearly demonstrated the efforts as well as the shortcomings and limitations of the healthcare system in recent times. At the National Assembly forum, the delegate thanked the Party, State, National Assembly, Government, medical staff and people nationwide for the direction, support and encouragement of the Party, State, National Assembly, Government, and people of the whole country for HCMC during the extremely difficult period when facing the COVID-19 pandemic.

The delegate from Ho Chi Minh City said that looking forward, what needs to be done is to heal the wounds, improve policies and staff to better care for and protect people's health. The delegate suggested that there should be a more reasonable decentralization mechanism, giving authority to the Government to delegate to the People's Committees of provinces and cities in cases of "fighting the epidemic like fighting the enemy", urgent and non-overlapping, to promptly respond, provide the best support to the people, avoiding the situation of "water far away cannot put out a fire nearby".

Delegate To Thi Bich Chau also suggested that it is necessary to review and expand regulations to honor extraordinary actions, noble gestures, financial and material support, organizations, individuals, units, and businesses that carefully contribute to anti-epidemic funds, and care for the health system and people.
