Accounting for the vast majority of the world's population, young people are increasingly demonstrating their pioneering and pioneering role and are an important force contributing to the creation of wealth, material, mastery of science and technology and becoming future leaders. The 9th Global Young Parliamentarians' Conference hosted by the Vietnamese National Assembly in September 2023, following the successful hosting of the 132nd Inter-Parliamentary Union Assembly - IPU (2015), the 26th Asia-Pacific Parliamentary Forum - APPF (2016) and the 41st ASEAN Inter-Parliamentary Assembly - AIPA (2020), is a clear demonstration of the National Assembly's spirit of constant innovation and decisive action for the benefit of the people, consistent with the viewpoint of active, effective, responsible and proactive participation of the Vietnamese National Assembly in the IPU - the world's largest inter-parliamentary organization; at the same time, it shows the world Vietnam's attention, appreciation and concern for the young generation as well as the common global issues facing young people today.
As the host country of the Conference, we will have many conditions and initiative in promoting Vietnam's interests through the parliamentary channel, meeting the development requirements and development trends in the new period, including digital transformation, innovation, green transformation, sustainable development. With hundreds of delegates expected to be young parliamentarians from all IPU member parliaments attending, this will be a good opportunity for us to promote and widely promote to international friends the historical traditions, cultural values, the image of the country, the friendly and hospitable Vietnamese people, the foreign policy, the achievements of Vietnam's socio-economic development, including the attention, care, training and facilitation of the Party and State for young people; At the same time, it is an opportunity to strengthen and deepen the relations between Vietnam and many important partners, especially promoting bilateral and multilateral cooperation between young Vietnamese National Assembly deputies, Vietnamese youth with young parliamentarians, youth delegates - the future generation of leaders of countries; seeking the support of the IPU and member parliaments for the cause of national construction, protection and development.

Delegate Nguyen Hai Anh - National Assembly Delegation of Dong Thap Province: It can be affirmed that the general theme of the 9th Global Conference of Young Parliamentarians is a very suitable theme, meeting the expectations of the majority of member parliaments as well as a large number of young parliamentarians. The world is facing many challenges when the achievements in fighting poverty in the world are likely to be pushed back, political, economic and social instability is likely to delay commitments to implement the Sustainable Development Goals, the environment and response to climate change. The movement of the world after the COVID-19 pandemic and advances in science and technology are shaping new development models, as well as posing strong requirements in promoting digital transformation and innovation to solve the problems facing humanity. On the way to reaching those noble sustainable development goals, young people, regardless of their country, are always a force with high expectations. Therefore, I believe that the theme of this Conference is topical, highly practical, urgent and in line with the expectations of a large number of young parliamentarians and youth from all countries.
It is noteworthy that the 9th Global Conference of Young Parliamentarians was held exactly 8 years after the successful 132nd Inter-Parliamentary Union Assembly (IPU-132) in Hanoi (March 2015) with the theme: “Sustainable Development Goals: Turning Words into Action”. The Hanoi Declaration of IPU-132 affirmed the role of the IPU and member parliaments in implementing the Sustainable Development Goals, addressing global security issues such as climate change, water resources, and counter-terrorism. And now, when we have passed more than half of the journey to implement those Goals (expected to be completed by 2030), the choice of this theme for the Global Young Parliamentarians' Conference shows the trust and expectations of leaders for young parliamentarians and young people, as well as the increasing role of young parliamentarians and young people globally in discussing and evaluating the progress of implementation, clearly recognizing the difficulties and challenges to propose solutions to accelerate the progress of implementing the Sustainable Development Goals, emphasizing the role of digital transformation and innovation - a field that is considered to strongly change the development methods, helping humanity move faster in the sprint to complete the Sustainable Development Goals.
