10 revenue targets to ensure budget progress

According to the report of the Quang Nam Tax Department, 10/17 domestic revenue targets ensured the estimated progress. Including: revenue from non-state industry and trade reached 28.8% of the estimate, up 5.1%; personal income tax (PIT) reached 39% of the estimate, up 9.6%; environmental protection tax (EPT) reached 27.3% of the estimate, up 38.7%; revenue from house rent and sale reached 32.5% of the estimate, up 27.1%; revenue from lottery activities reached 31.6% of the estimate, up 7.8%...

To achieve the above results, according to the unit's leaders, in the first quarter of 2024, Quang Nam Tax Department has resolutely implemented tax management work. In particular, it continues to focus on disseminating to taxpayers, stores, and petroleum businesses the legal regulations on invoices, documents, and the benefits of issuing electronic invoices (E-invoices) for each sale.

The Tax Department organized a conference to train on tax policies and dialogue with taxpayers on the implementation of electronic invoices generated from cash registers; an online conference to dialogue and answer questions about corporate income tax (CIT) and personal income tax (PIT) finalization in 2023...

In the inspection and examination work, the Provincial Tax Department focuses on in-depth analysis of financial reports and tax declarations before conducting inspection and examination work at the enterprise headquarters to achieve the highest efficiency.

In tax debt management, right from the beginning of the year, the Provincial Tax Department has urgently and drastically applied enforcement measures to enterprises with large, long-term, and high-risk debts; enforcement has been issued in 610 cases (reaching 60% of the number of taxpayers subject to enforcement).

However, according to Mr. Tiep, the tax debt ratio is still high compared to the end of 2023. The implementation of the inspection plan at the enterprise headquarters is still slow, the work to prevent revenue loss in mineral exploitation activities still has many limitations, and the efficiency is not high...

Strengthen inspection and examination work

In the second quarter of 2024, Quang Nam Tax Department will regularly synthesize recommendations and difficulties of businesses and investors in the area, periodically report monthly to the Provincial People's Committee for timely resolution.

At the same time, the tax authority researches and analyzes to determine potential revenue sources, newly generated revenue sources, areas and taxes with room for growth, areas and types of taxes with revenue losses to advise the Provincial People's Committee to develop a project to prevent revenue losses to the State budget.

The unit continues to innovate methods and diversify support forms, helping taxpayers quickly access and grasp current tax policies; continue to focus on guiding and supporting 2023 tax settlement for individuals who must directly settle with tax authorities.

According to Mr. Tiep, the Provincial Tax Department will step up inspection and examination of enterprises according to the 2024 plan; strengthen post-tax refund inspection and examination for cases eligible for pre-tax refund and post-inspection to promptly detect violations; urge post-inspection and examination for taxpayers to promptly pay additional tax and fines to the State budget.

Along with that, the unit deploys management of e-invoice risks, completes and enhances information technology solutions to detect and prevent early and remotely cases of e-invoice fraud; strengthens inspection and supervision of taxpayers' tax declarations at tax authority headquarters according to risk management methods; improves the efficiency of using databases from the e-invoice system in comparing and analyzing tax declarations.

In addition, the Provincial Tax Department also strengthens the review and classification of tax debts to ensure the correct nature of the debt and has complete classification records in accordance with the instructions in the debt management process; analyzes the causes of debt to apply appropriate debt collection measures; assigns responsibility to each civil servant assigned to manage.

Along with that, proactively and promptly upgrade applications serving tax management according to the direction of the industry and applications built by the Provincial Tax Department; promote the implementation of electronic tax payment for business households and business individuals; collect information of households and individuals with bank accounts to urge the implementation of electronic tax payment, especially through the EtaxMobile application...
