Speaking with Tien Phong newspaper reporters on November 25, Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City said that up to now, the Department has not yet granted a license to resume study abroad consulting activities for DSS Vietnam.
In a recent meeting with Tien Phong newspaper on issues related to DSS Vietnam, the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City also affirmed that it did not grant any operating licenses including: vocational education, job referral or job brokerage to DSS Study Abroad and Settlement Company Limited. Thus, currently, DSS Vietnam only has a company establishment license first issued by the Department of Planning and Investment of Ho Chi Minh City on February 6, 2018, and does not have any specific business licenses.

After Tien Phong newspaper published shady information about the operations of DSS Vietnam, especially the collection of money from customers under a contract of "visa agreement... to go abroad" but not in reality, many other readers who fell into similar situations continued to report to Tien Phong newspaper.
Specifically, customers NTNH; NTHM; VTTN; QG... signed 482 visa agreements to work in Australia in occupations such as meat processing; elderly care, etc. for a long time but still have not been able to go.
Working with Tien Phong reporters, these customers said that after signing the contract and paying hundreds of millions of VND to DSS Vietnam, they were able to take online courses in English and vocational training. However, the quality of the training was not as expected, so most students had to take additional self-study outside. As for meat processing, some students reported that DSS Vietnam required them to go to a facility in Long An to practice, but due to the remote location and difficult travel, some did not continue to participate...
“When we were consulted and signed a contract with the company, we had confidence because their company is located in the Representative Office of the Ministry of Education and Training in District 3, Ho Chi Minh City. However, during the process of working with the company, we gradually lost confidence in the training and care methods. They did not provide us with any documents, if any, their names and addresses were deleted; when introducing foreign businesses for interviews, there was no information about the company…”, a customer was upset.
Previously, as reported, many readers sent petitions to Tien Phong newspaper to report and denounce DSS Vietnam and DSS Australia for collecting money from them but not sending them to work abroad. Going deeper into the investigation, Tien Phong newspaper also discovered other unusual activities of DSS Vietnam such as operating with expired licenses; collecting money in foreign currency for DSS Australia; operating outside its functions; consulting and introducing people to work abroad; owing wages, not paying social insurance... for workers.
Regarding this incident, Ms. Luong Thi Ha - Chief Inspector of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City said that the Department is synthesizing information from other relevant agencies to advise the People's Committee of Ho Chi Minh City to handle it.
