Minister of Information and Communications Nguyen Manh Hung said that with virtual assistants, the worst person in each organization would be at least equal to a fairly good person.
The work of decades is done in one year
At the conference to review the work of 2024 and deploy the tasks of 2025 of the Home Affairs sector held this morning (December 21), Minister of Information and Communications Nguyen Manh Hung commented that 2024 is a busy year for the Ministry of Home Affairs with a lot of work.
Minister of Information and Communications Nguyen Manh Hung.
"The work of decades is done in one year. Sometimes it can be done in one year but not in five years," said Minister Nguyen Manh Hung, congratulating the results achieved by the Ministry of Home Affairs last year.
According to Minister Nguyen Manh Hung, the Ministry of Home Affairs, like other agencies, has two types of work that require technology: the first type takes a lot of time and effort, the second type is difficult.
For tasks that take a lot of effort and time, information technology can be applied to automate such as: Managing civil servant records using digital technology.
Recently, the Ministry of Home Affairs built a civil servant database, integrated a centralized management system, real-time updates, and applied information technology, which is "doing the old thing, following the old thing" but automated.
Regarding difficult tasks that require digital transformation, that is, technology and changes in the way of doing things, such as: Evaluating cadres, evaluating the effectiveness and capacity of civil servants, which has long been difficult, there have been many solutions and efforts but not much progress.
According to the Minister of Information and Communications, the difficulty in evaluating people is objectivity, lack of data, and lack of transparency, but if technology is applied, it will be objective and transparent.
Conference overview.
Mr. Hung said that the Ministry of Home Affairs can deploy automatic assessment tools, using online tools to monitor, track work progress and results, evaluate work performance such as KPIs, as well as other quantitative indicators. Use artificial intelligence (AI) to help analyze data, provide objective assessments of work efficiency.
Virtual assistant is like the best civil servant
According to Minister Nguyen Manh Hung, another difficult task for many years now is to improve the quality of civil servants. Our traditional way of doing things is still training and training. Now, the new way is to provide each civil servant with a virtual assistant.
"Whenever you do something or need information, ask the virtual assistant, provide all the organization's knowledge to the virtual assistant, and update the virtual assistant's new knowledge. At that time, the virtual assistant is like the best civil servant of an organization.
With virtual assistants, the worst person in each organization is at least equal to the best person. Virtual assistants are currently the most effective application of artificial intelligence. Vietnamese digital technology enterprises have mastered this technology and can quickly deploy virtual assistants for the Ministry of Home Affairs," said Minister Nguyen Manh Hung.
Minister Nguyen Manh Hung spoke and emphasized the role of the Minister of Home Affairs and the director of information technology in digital transformation.
"To build a streamlined, effective and efficient state apparatus, in addition to innovating the organizational model and human resources, technology, especially AI, is also needed," Minister Nguyen Manh Hung acknowledged and expressed his readiness to provide effective assistance to the Ministry of Home Affairs and the Home Affairs sector in digital transformation in the state apparatus.
