Kinhtedothi-The announcement ceremony of Resolution 1286/NQ-UBTVQH15 on the arrangement of commune-level administrative units (DVHC) of Hanoi City in the period of 2023-2025 and the decisions to establish new Party Committees - DVHC authorities in 4 wards of Hai Ba Trung District was held in a solemn, exciting atmosphere, in accordance with regulations.
This morning, December 30, Hai Ba Trung District held the Announcement Ceremony of Resolution No. 1286/NQ-UBTVQH15 dated November 14, 2024 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi City in the period of 2023-2025 and the decisions to establish Party Committees - administrative unit authorities of 4 new wards: Bach Khoa, Bach Mai, Dong Nhan, Thanh Nhan.
The Standing Committee of the District Party Committee organized 4 delegations of district leaders to attend the Announcement Ceremony in the wards.
Here, representatives of the District Party Committee's Organizing Committee and the District People's Committee's Internal Affairs Department announced Resolution No. 1286/NQ-UBTVQH15 of the National Assembly Standing Committee and decisions on the establishment of the Ward Party Committee; appointment of the Ward Party Committee Secretary and Deputy Secretary; appointment of the Ward People's Committee Chairman and Vice Chairman; and transfer of civil servants. District leaders presented decisions on personnel work, presented flowers to congratulate the Party Committee and government of the new wards, and delivered a speech assigning tasks.
According to Resolution 1286/NQ-UBTVQH15 announced, the arrangement of ward-level administrative units in Hai Ba Trung District is implemented as follows: merging the entire natural area and population size of Dong Mac Ward into Dong Nhan Ward. After merging, Dong Nhan Ward has a natural area of 0.3km2 and a population size of 18,109 people.
Merge the entire natural area and population size of Quynh Loi ward into Bach Mai ward. After merging, Bach Mai ward has a natural area of 0.51km2 and a population size of 28,948 people.
At the same time, adjust part of the natural area and population size of Cau Den ward to merge into Bach Khoa ward. After merging, Bach Khoa ward has a natural area of 0.66km2 and a population of 20,773 people.
Enter the entire natural area and population size of Cau Den ward after adjustment into Thanh Nhan ward. After merging, Thanh Nhan ward has a natural area of 0.77km2 and a population size of 22,899 people.
After the arrangement, Hai Ba Trung District has 15 wards.
Speaking at the announcement ceremony, comrades in the Standing Committee of the Hai Ba Trung District Party Committee expressed their belief that, with the mindset of entering the "New Era - the era of national growth", the 4 new wards launched today in particular and the wards in the district in general, after being arranged and merged with a greater position and potential, a new and stronger apparatus, will have a breakthrough development in the coming time.
To be worthy of that trust, the district leaders requested the leadership apparatus, the team of cadres, civil servants, public employees (CBCCVC), non-professional cadres, the political system, and the TDPs in the wards to strengthen solidarity (regardless of new or old people), stabilize the organization to ensure continuous operation from January 1, 2025, without affecting all activities, daily life, and production of people and businesses (in the time until 0:00 on January 1, 2025, the wards must still maintain normal operations according to the old administrative units).
In particular, it is recommended that the Party Executive Committees of wards focus on leading and directing the Vietnam Fatherland Front and socio-political organizations, associations and unions to perfect their organizational apparatus in accordance with the instructions and plans of the District Party Committee and the regulations and instructions of the higher-level vertical sectors; promptly issue working regulations and perfect the Party Committee's Inspection Committee; assign tasks to Party Committee members; focus on directing the Party Congresses of Party cells for the 2025-2027 term and prepare for the Party Congress of wards for the 2025-2030 term.
In addition, the Party Executive Committee of the wards coordinates with relevant agencies to arrange and assign staff, non-professional workers in the ward in accordance with their capacity, qualifications, and job positions; pay attention to implementing policies for staff who are transferred or leave due to reassignment. At the same time, lead and direct the handover (according to instructions) to ensure strictness and maintain continuous operation of all agencies and units in the ward political system.
The district leaders also noted that the Party Committee, People's Committee, agencies in the ward's political system, the Police, the Ward Military Command, and residential groups (TDP) should do a good job of ensuring political security, social order and safety, and urban order; prepare to serve the people to welcome the New Year and the Lunar New Year 2025 safely, joyfully, and warmly.
At the same time, continue to pay attention to propaganda and mobilize people to support and effectively implement the policy of streamlining the apparatus of the Central, City, District and Ward in the spirit that the Central has identified as a revolution. The District People's Committee, the District Party Committee's committees, the district's departments, branches and sectors continue to closely coordinate, promptly remove obstacles (if any) and accompany the ward in all the ward's work.
According to Hai Ba Trung District Party Committee, implementing Resolution 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and the direction of the Hanoi Party Committee, in recent years, the district has seriously and proactively implemented it in a methodical, scientific, effective and comprehensive manner in the area.
In 2017, the district merged and reduced 4 public service units; in 2020, 760 residential groups were reorganized into 263 residential groups (currently the district has 264 residential groups); 4 wards were merged and reorganized into 2 wards (reduced from 20 wards to 18 wards). From July 1, 2021, the urban government pilot was implemented (no more ward People's Council). In 2022-2023, 6 kindergartens and preschools were merged into 3 schools. In 2024, 7 wards were reorganized into 4 wards (reduced from 18 wards to 15 wards).
The district is currently reviewing and will continue to reorganize in 2025 and the coming years for a number of departments, offices, agencies and units (in early 2025, merge the Propaganda Department and the District Party Committee's Mass Mobilization Department; merge the Department of Labor, Invalids and Social Affairs with the Department of Home Affairs; reorganize a number of departments, offices and some party organizations; terminate the activities of a number of steering committees).
The actual implementation of Resolution 18-NQ/TW of the 12th Central Executive Committee in the district shows that this is the correct policy of the Central Committee and has been implemented seriously, proactively, positively and effectively by Hai Ba Trung District; The Resolution has entered life in a lively and attractive way, with a pervasive and attractive impact. After the arrangement, merger and reorganization, the apparatus has become more streamlined, operating effectively and efficiently, serving the people and businesses better, contributing significantly to the development of the district.
