On the afternoon of November 30, at the press conference announcing the results of the 8th session of the 15th National Assembly, reporters asked: Recently, the National Assembly approved many projects with very large capital, including the North-South high-speed railway project with a total preliminary investment of more than 1.7 million billion VND and two national target programs with investment levels of up to hundreds of thousands of billion VND. These programs are all implemented in the next 5-10 years.
Emphasizing that these are all large-scale projects, the reporter asked what resources will be used to concentrate all efforts in the coming time.

According to Mr. Tuan Anh, in addition to the financial obligations that mineral exploitation organizations and individuals must fulfill, this time, the Law on Geology and Minerals has stipulated the responsibility of mineral exploitation organizations and individuals to contribute funds to invest in upgrading infrastructure as well as investing in environmental protection works.
In the recently passed law, there is a provision assigning the Provincial People's Council to decide based on the actual situation to regulate the contribution responsibility of organizations and individuals exploiting minerals in the area.

The Law also assigns the Government to specify in detail a number of contents such as principles for determining collection levels, collection and payment procedures, and management and use of revenue sources to ensure uniformity in collection levels nationwide.
Regarding the question of whether the law can resolve the difficulties in exploiting minerals as filling materials for socio-economic development projects, the Vice Chairman of the Committee for Science, Technology and Environment said that the lack of minerals for filling materials is a practical problem. When amending the law, we reviewed this content for adjustment.
In the recently passed law, it is clearly stated in Articles 72 and 73 that there are specific regulations on administrative procedure reform in licensing, regulations that do not require approval of investment policies, project approval, appraisal and approval of environmental impact assessment report appraisal results, issuance of environmental licenses, and environmental registration.
However, the mining unit must develop a plan to exploit group 4 minerals to submit to the competent state management agency for consideration of granting a mineral exploitation license according to regulations.
Because this is a practical problem, in this law amendment, we have proposed that the content of mineral exploitation as landfill materials will take effect earlier, from January 15, 2025.
