The teacher who requested to buy a laptop at Chuong Duong Primary School, District 1, Ho Chi Minh City will not be allowed to teach from now until the end of the 2024-2025 school year.
On the afternoon of October 19, information from the Department of Education and Training of District 1, Ho Chi Minh City said that Chuong Duong Primary School has decided to discipline Ms. Truong Phuong Hanh with a warning. At the same time, the school will not allow Ms. Hanh to teach in class but will arrange for her to be in charge of academic affairs from now until the end of the 2024-2025 school year. The time for arranging academic affairs will start from October 21.
Ms. Truong Phuong Hanh is the homeroom teacher of class 4/3, head of grade 4, Chuong Duong Primary School. More than 20 parents of class 4/3 filed a petition to the principal to change her homeroom teacher. The reason is that she asked parents to support buying laptops, but when there were disagreements, she did not prepare review outlines for students.
The incident happened 1 month ago. In the first parent meeting of class 4/3 (held on September 14), Ms. Hanh asked parents to support a laptop worth 4-5 million VND, a document printer and support the class's nanny with 300,000 VND/month. At that time, parents commented that the printer had been equipped since class 3, the teacher should contact the old homeroom teacher to ask for it back for the class.
Parents calculate that for a laptop costing 5-6 million VND, each person will have to contribute 200-300 thousand VND. However, because they also contribute to other things, parents have to contribute 500 thousand VND/person.
There were 29 parents who paid, a total of 14.5 million VND. Ms. Hanh gave the nanny 300 thousand VND, paid 500 thousand VND to the scholarship fund, and kept 13.7 million VND. This female teacher said she would like 6 million VND from this money to buy a laptop worth 11 million VND (she paid for the remaining 5 million VND herself) and wanted this laptop to be her own.
26 parents agreed, 3 disagreed, and 9 parents did not comment. Therefore, the female teacher was “sulky” and said she would not prepare a review outline for the students. The parents’ complaint also stated that Ms. Hanh also sold food in the classroom to students such as instant noodles, sausages, etc.
This female teacher shared with VietNamNet reporter that she asked for money from parents to buy laptops because she thought "it was socializing education". According to her, the parents complained to the principal because she did not receive money to buy laptops. If she had received money from parents, this would not have happened.
Regarding selling sausages and instant noodles to students, according to Ms. Hanh’s explanation, her house is far away so there are times when she comes to school without having breakfast. Therefore, she always “keeps” a few packs of noodles ready so that on days when she doesn’t have time to eat breakfast, she can go to school to cook. When students see this, they also come up and say, “Teacher, I’m so hungry, please cook me some noodles,” so she cooks noodles for the students to eat. A box of noodles and a sausage costs 20,000 VND. Students who have money can pay, and those who don’t have money can leave.
After the incident broke out, Chuong Duong Primary School decided to temporarily suspend the staff. Accordingly, Ms. Truong Phuong Hanh was temporarily suspended for 15 days. The suspension period is from September 1-15.
The Department of Education and Training of District 1 also organized information for the press and said that the People's Committee of District 1 had agreed to direct that the case that occurred at Chuong Duong Primary School must be resolutely handled, in case of law violations (if any), not cover up violations, be public, transparent, and clarify public information.
