Special mechanism will remove obstacles in innovation and digital transformation

Kinhtedothi - The National Assembly's draft Resolution on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities needs to add a number of special mechanisms to be effective and truly innovative.


On the morning of February 15, the 9th Extraordinary Session of the 15th National Assembly discussed the Draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities. National Assembly deputies highly appreciated and supported the mechanisms and policies proposed in the Draft Resolution; at the same time, they proposed to add mechanisms to attract foreign experts and international projects for domestic scientific research activities, prioritize funding to build high-quality human resources, etc.

Relying on science and technology, innovation to grow 8%

Speaking at the discussion session, National Assembly Chairman Tran Thanh Man emphasized that if we want to achieve 8% growth this year, we must rely on the fields of science, technology, innovation, and digital transformation for the 2026-2030 period. Double-digit growth also requires science, technology, innovation, and digital transformation as an important foundation.

In order to remove difficulties and obstacles in implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, ministries, branches, and the National Assembly's Committee on Science, Technology and Environment have made efforts and actively prepared to include it in the agenda of the 9th Extraordinary Session. After this Extraordinary Session, the Government will, based on the Resolution of the National Assembly, provide guidance to remove difficulties and obstacles.

According to the National Assembly Chairman, the issues raised in this Draft Resolution are mature, clear issues, proven by practical testing to need to be immediately revised for implementation. At the same time, the resolution needs to be short, concise, focused, key, easy to understand, and easy to remember.

To successfully achieve the 8% growth target, creating a mechanism for the private economy to develop is very important because in the fields of science and technology, private enterprises are almost always the pioneers. Therefore, the resolution needs to be encouraged, promulgated and implemented immediately.

Regarding some specific contents, the National Assembly Chairman suggested that it is necessary to clarify the subjects of application for organizations and individuals engaged in science and technology, innovation, digital transformation and other related organizations and individuals, which are not yet included in the Draft Resolution. In the field of national digital transformation, it is necessary to clearly distinguish which fields are science and technology, which fields are innovation, and which fields are digital transformation.

Design additional liability exemption mechanism for the implementer

Participating in the discussion in the group, Prime Minister Pham Minh Chinh said that, implementing the direction of the Politburo and the General Secretary, the Government has taken advantage of maximum time, the National Assembly Standing Committee and relevant agencies of the National Assembly have been very active in completing the Draft Resolution to submit to the National Assembly.

According to Prime Minister Pham Minh Chinh, the Draft Resolution needs to add some special mechanisms, not specific ones, to be able to do it and truly innovate. That is a special mechanism for developing science and technology infrastructure, innovation and digital transformation. This infrastructure is currently very weak while the resources needed are very large, so there must be a mechanism to mobilize these resources from people, businesses and society to develop this infrastructure.

Emphasizing the clause of Resolution 57-NQ/TW on the field of science, technology, innovation and national digital transformation, the Draft Resolution stops at innovation without mentioning national digital transformation. Therefore, it is necessary to supplement this content because national digital transformation is currently the most topical field; related to many fields such as digitalization, digital transformation, digital economy, green economy, circular economy.

Next is a special mechanism for management such as public leadership - private administration, public investment - private management, private investment - public use in scientific and technological activities.

Along with that is a special mechanism for scientists, scientific works... that can be commercialized. Decentralization and power must be given to provinces, cities, ministries, branches and even related entities; eliminating asking and giving, reducing administrative procedures and managing overall efficiency.

The Prime Minister said that the current Draft Resolution exempts the drafter from responsibility when risks occur.   but not mentioning the implementer. Meanwhile, implementation is difficult, if there is no special mechanism to protect the implementer, they will be afraid of responsibility and do not want to do it. Therefore, it is necessary to design an additional mechanism to exempt the implementer from responsibility, not just the policy designer.

In addition, there should be a special mechanism to attract human resources to develop private enterprises in science and technology; attract human resources from outside so that they can return to Vietnam to promote the development of science and technology through policies on taxes, fees, charges, housing, land, visas, labor contracts, etc.

Expressing his hope that the National Assembly Standing Committee would support the study of adding these contents, Prime Minister Pham Minh Chinh emphasized: "Of course there will be special mechanisms, special management tools must be designed to avoid violations and improve efficiency, and prevent corruption, negativity, and waste."
