On the morning of February 15, continuing the program of the 9th Extraordinary Session, the Government submitted to the National Assembly a draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities and held a group discussion on this content.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that the implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is taking place vigorously.

According to the Prime Minister, if the country wants to develop quickly and sustainably, it must rely on science and technology, innovation, and digital transformation. This is an objective requirement that cannot be changed. Therefore, removing institutional bottlenecks is something that must be focused on.
The Government is planning to amend a series of laws such as the State Budget Law, tax laws, Enterprise Law, Science and Technology Law and a number of other related laws.
And at this session, the National Assembly is discussing the Draft Resolution of the National Assembly to pilot a number of policies to remove obstacles in science, technology and innovation activities.
According to the Prime Minister, the Resolution has mentioned a number of issues to help remove difficulties and obstacles in implementing Resolution 57 of the Politburo, however there are still a number of issues that need to be supplemented.
Specifically, it is necessary to study and supplement special mechanisms to develop science and technology, innovation, and digital transformation with 5 groups of special mechanisms.
First of all, there must be a special mechanism to develop infrastructure for science and technology, innovation, and digital transformation. According to the Prime Minister, the current infrastructure is still weak while resources for infrastructure are limited, so there must be a mechanism to mobilize resources from society and the people.
Second, there must be a special mechanism for management such as "public leadership, private administration"; "public investment but private management"; "private investment but public management" in science, technology and innovation activities.
"For example, the state can invest in a science and technology infrastructure but hand it over to the private sector to manage. Or public leadership is where we design policies, laws, and monitoring and inspection tools, and the rest of the administration will be left to businesses," said the Prime Minister.
Third, there must be a special mechanism for scientists and scientific works that can be commercialized. In addition, decentralization and delegation of power must be promoted, the request-grant mechanism must be eliminated, administrative procedures must be reduced, and overall management must be effective.

Fourth, according to the Prime Minister, it is necessary to design additional mechanisms to exempt liability when risks occur for both the implementers and not just the policy designers.
Considering the implementation stage to be difficult, the Prime Minister emphasized that if there is no special mechanism to protect the implementers, it can easily lead to fear of responsibility or unwillingness to do it.
Fifth, there must be a special mechanism to attract human resources, including a mechanism to develop private enterprises in science and technology; attract human resources from abroad to Vietnam through tax policies, fees, charges, accommodation, visas, labor policies, etc. Otherwise, a scientist or consultant who wants to enter will have to wait forever for a visa!
Besides, the head of the Government emphasized that when there is a special mechanism, special tools must be designed for management.
"We must respond to each situation with the appropriate policy to improve efficiency and prevent negative corruption and waste," the Prime Minister noted.
The Prime Minister also said that doing science requires accepting risks and accepting delays. The implementation process may be successful, but we must also accept the possibility of failure and pay the price for that failure.
"If it is not due to personal motives but due to objective factors, the person doing it is doing it purely for the development of science and technology and the country, then we have to accept it," said the Prime Minister.
