The Government has just issued Resolution No. 119/NQ-CP dated August 1, 2023 on the transfer of Hoa Lac High-Tech Park under the management of the Ministry of Science and Technology to the Hanoi People's Committee for management.
Accordingly, the Government decided to transfer the status quo of Hoa Lac High-Tech Park under the management of the Ministry of Science and Technology to the Hanoi People's Committee for management from August 1, 2023.
Specifically, the Government requests the Ministry of Science and Technology to hand over and the Hanoi People's Committee to receive: organization and operation, tasks, work that have been and are being performed, finance, public assets, public investment projects from the Hoa Lac High-Tech Park Management Board (Management Board) and its affiliated units (public service units and 100% state-owned enterprises authorized by the Ministry of Science and Technology to the Management Board as the representative agency of the owner); the right to represent the owner of the above 100% state-owned enterprises.
The handover and acceptance start date is August 1, 2023. The deadline for completing the handover and acceptance is 06 months from the handover start date.

After this Resolution is issued and takes effect from August 1, 2023, Hoa Lac High-Tech Park and the Management Board will be organized and operate as follows:
Regarding the organization, operation and personnel, the Management Board performs the functions, tasks, powers and organizational structure prescribed in Decision No. 09/2019/QD-TTg dated February 15, 2019 of the Prime Minister;
Continue to implement the mechanisms and policies stipulated in Decree No. 74/2017/ND-CP dated June 20, 2017 of the Government on specific mechanisms and policies for Hoa Lac High-Tech Park, decentralization and authorization documents of competent agencies, continue to use the current seal until the Hanoi People's Committee completes the reception of Hoa Lac High-Tech Park and the Management Board is authorized by competent authorities to issue regulations on functions, tasks, powers and organizational structure according to regulations;
Ensuring stable operation of public service units and 100% state-owned enterprises whose Management Board is authorized by the Ministry of Science and Technology as the owner's representative agency.
The Management Board continues to use funds and implement tasks according to the approved budget plan until there is a decision from the competent authority on adjusting the operating funding source.
Review and arrange the staff, civil servants, public employees, and workers of the Management Board to assign jobs suitable to the capacity of the staff, civil servants, public employees, and workers and the requirements of the job position, ensuring the simultaneous implementation of the state management work of the Ministry of Science and Technology and the management work of Hoa Lac High-Tech Park of the Hanoi People's Committee.
Officials, civil servants, public employees and workers working at the Management Board will continue to enjoy the salary adjustment coefficient according to Decision No. 11/2021/QD-TTg dated March 17, 2021 of the Prime Minister until the implementation of the salary reform policy according to Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Central Conference, Session XII.
The leaders of the Management Board and leaders of affiliated units continue to enjoy the current leadership position allowance regime until the end of their appointment term .
