In order to narrow the gap between rural and urban areas through digital transformation at the commune level, the Ministry of Information and Communications (MIC) has taken many specific steps through pilot programs or integration into new rural development programs.
That is the information shared by the National Digital Transformation Agency at the regular press conference of March 2024 of the Ministry of Information and Communications, on March 6, 2024, in Hanoi, chaired by Deputy Minister Nguyen Thanh Lam.

On July 31, 2020, the Ministry of Information and Communications issued Official Dispatch No. 1021/THH-DVCNTT on guiding the pilot model of building smart communes. Then, on July 15, 2020, the Ministry of Information and Communications issued Official Dispatch No. 2605/BTTTT-THH to the People's Committees of a number of provinces under the pilot program on coordinating the implementation of digital transformation pilots in a number of communes in the provinces.
Through the implementation process, many localities have achieved certain results such as in Yen Hoa commune (Yen Mo district, Ninh Binh province), Vi Huong commune (Bach Thong district, Bac Kan province), communes in Thai Nguyen, Dong Nai, Quang Nam provinces... From this pilot program, many localities have proactively replicated the pilot results and initial successes in the whole province, for example in Ninh Binh, according to the plan, by the end of 2024, 100% of commune-level digital transformation according to version 1.0 will be completed.
In addition, on May 29, 2023, the Ministry of Agriculture and Rural Development also issued a document providing temporary guidance on the implementation of pilot models of smart new rural communes and e-commerce communes.
In addition to the communes selected by the Central Government to pilot the construction of a smart new rural commune model (according to Decision 969/QD-BNN-VPĐP in 2023 and Decision 182/QD-BNN-VPĐP in 2023 of the Ministry of Agriculture and Rural Development), the communes selected to pilot the construction of a smart new rural commune model must ensure that they meet the criteria such as the commune being recognized as meeting the advanced new rural standards for the period 2021 - 2025 or the commune having the ability to apply information technology and digital technology in outstanding fields, or having other conditions regarding facilities, human resources or smartphone usage rate, etc.
To support people in improving their knowledge of digital transformation, contributing to promoting rural digital transformation, the Ministry of Information and Communications has published the book "Digital Village" following the Digital Transformation Handbook, which tells the stories of ordinary people who have used digital technology to solve daily problems in life. In addition, provinces/cities across the country also deploy many contents according to Decisions, Strategies, and general plans related to the pillars of Digital Government, Digital Economy, and Digital Society at all levels of government to narrow these gaps, in which people are the center, improving the quality of life and production../
