Deputy Minister, please tell us what Vietnam's expectations are for the World Climate Action Summit within the framework of COP28?

The World Climate Action Summit within the framework of COP28 is of utmost importance in the context that climate change continues to be the biggest global challenge, receiving the highest attention from the international community in 2023.

The presence of more than 130 Heads of State and Prime Ministers from countries to discuss and seek long-term solutions in responding to climate change has demonstrated that COP28 is the most important multilateral event on climate change this year.

Globally, the severe impacts of climate change require countries to take urgent and strong action to achieve the Paris Agreement target of keeping global temperature increase to 1.5 degrees Celsius.

This means closing the gap between commitments and results, especially in terms of greenhouse gas emissions reduction, climate finance (including adaptation finance) and supporting developing countries to overcome losses and damages caused by climate change.

Responding to climate change requires a global, all-people approach that ensures fairness and climate justice and is based on international solidarity and cooperation, in which developed countries play a leading role, creating momentum for climate action, while increasing support for developing countries.

Therefore, by attending the COP28 Conference this time, Vietnam hopes that the conference will achieve substantial progress, especially in the four areas of top concern.

First, countries continue to take strong actions to reduce greenhouse gas emissions and carry out energy transitions in a sustainable and equitable manner.

Second, developed countries fulfill their commitments, especially in providing finance and supporting technology transfer to developing countries in this process (including fulfilling commitments with the goal of mobilizing 100 billion USD per year and increasing the commitment level for the period up to 2025 and 2030).

Third, pay due attention to climate change adaptation activities, and develop a clear and feasible global adaptation target framework.

Fourth, put the Loss and Damage Fund into operation soon to have a new, larger financial source to support developing countries and those most severely affected by climate change.

At the COP26 Conference in 2021 held in Glasgow, Scotland (UK), Prime Minister Pham Minh Chinh announced Vietnam's commitment to achieving net zero emissions by 2050. How has Vietnam realized this commitment over the past 2 years and what are Vietnam's contributions to this conference, Deputy Minister?

Since Prime Minister Pham Minh Chinh announced Vietnam's commitment to achieving net zero emissions by 2050 at COP26 (2021), the Government, ministries, sectors and localities of Vietnam have taken drastic and specific actions to achieve this goal.

Among them, the adoption of the Power Plan 8 significantly increased the position and contribution of renewable energy in Vietnam's overall electricity generation. Vietnam also participated in the Political Declaration on a Just Energy Transition (JETP) with a number of international partners, thereby attracting resources for the implementation of a just energy transition in Vietnam...

Promoting multifaceted cooperation with the potential Middle East region

One of the important contents of the Prime Minister's visit this time is to officially visit Türkiye and conduct bilateral contacts with the UAE. So what is the significance of this visit, sir?

Prime Minister Pham Minh Chinh's official visit to Türkiye and bilateral activities in the United Arab Emirates (UAE) on the occasion of COP28 are of great significance, taking place on the occasion of the 45th anniversary of Vietnam establishing diplomatic relations with Türkiye and the 30th anniversary of establishing diplomatic relations with the UAE.

This is also the first official visit of a Vietnamese Prime Minister to Türkiye.

Therefore, we expect the visit to contribute to strengthening political trust and creating new, breakthrough momentum for Vietnam's cooperation with Türkiye and the UAE in all areas, from economics, trade, investment, to new areas of cooperation such as innovation, science, technology, energy, etc.

The visit will also contribute to implementing Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification of foreign relations, demonstrating the image of the country and people of Vietnam as friendly, sincere, and a reliable partner of the international community.

In addition, the working trip to the UAE is Prime Minister Pham Minh Chinh's second visit to the Middle East in just 2 months (previously, the Prime Minister attended the ASEAN - GCC Summit and conducted bilateral activities in Saudi Arabia in October 2023).

Thereby spreading the message of strong commitment and demonstrating Vietnam's clear interest in promoting multi-faceted cooperation with the potential Middle East region.

During this visit, in addition to meetings with senior leaders and politicians of various countries, the Prime Minister will also attend and speak at business forums and seminars, and receive leading businesses, corporations, and investment funds from Türkiye and the UAE.

Thereby opening up more markets for Vietnam's export goods, at the same time attracting new high-quality investment capital, expanding cooperation in new fields such as science and technology, clean energy, digital transformation, innovation... towards the goal of sustainable development, bringing very practical benefits to the country in the coming time.
