Bao Lac is a mountainous border district, with the proportion of ethnic minorities accounting for more than 94%. Determining the implementation of National Target Programs is a key task throughout the leadership, direction and operation process, especially National Target Program 1719. Specifically, from the beginning of the year, the district has focused on directing communes to collect people's opinions to serve the planning of National Target Program 1719.
To effectively implement the Program, the District People's Committee has directed departments, localities, and investors to strengthen, rectify, and improve the effectiveness of investment capital management from the state budget; strictly implement state regulations on bidding; strictly control the preparation, appraisal, approval of investment policies, investment decisions, and final settlement of completed projects in accordance with state regulations, ensuring investment efficiency; strengthen investment supervision and evaluation, strictly manage the construction quality of projects, speed up the implementation progress and disbursement of investment capital; strictly control capital advances to contractors and require repayment of advanced capital within the prescribed time and norms.
In addition, the District People's Committee also requested that investors focus all resources and regularly coordinate with localities in site clearance and compensation to remove difficulties and obstacles, especially for key projects of the district and projects that contribute to promoting local socio-economic development.
With the drastic participation of local authorities at all levels, the component projects of the National Target Program 1719 have been implemented, contributing to creating jobs, increasing income, and improving the lives of local workers, especially those in poor and near-poor households, to escape poverty sustainably.
Mr. Lang Van Phuong, Lo Lo ethnic group, Coc Xa hamlet, Hong Tri commune, Bao Lac district said: "In early 2023, my family was supported with a breeding cow to develop production. Now the mother cow has given birth to a calf. If we sell the calf by the end of this year, we will get about 10 million VND, my family will be very excited".
Besides supporting production development, rural roads are invested in construction to villages, creating favorable conditions for people to trade goods and develop production.
Implementing Sub-project 1 (Project 4) on investment in essential infrastructure serving production and life in ethnic minority and mountainous areas, the district has invested in 80 essential infrastructure works, with a total cost of 67.7 billion VND; disbursed 63.5 billion VND, equal to 94% of the plan. Assigned to communes as investors to implement 6.2 billion VND of public capital for minor maintenance and repair of works invested in the previous phase, disbursed nearly 2.5 billion VND, equal to 40% of the plan.
In 2023, Bao Lac district was assigned more than 234 billion VND to implement the National Target Program 1719. By December 31, 2023, 128.3 billion VND had been disbursed, equal to 54% of the plan, of which 108.8 billion VND was disbursed for investment capital, equal to 93% of the plan; 15.5 billion VND of public service capital, equal to 13% of the plan.
According to Mr. Hoang Van Tuan, Deputy Director of the Investment and Construction Project Management Board of Bao Lac district: Basic construction investment work always receives close and drastic attention and direction from the Standing Committee of the District Party Committee, the District People's Council - People's Committee, the Steering Committee of the National Target Program, the working group to promote the disbursement of public investment capital, and relevant agencies to promptly remove obstacles and difficulties in the process of organization and implementation.
Mr. Nguyen Manh Hung, Chairman of Bao Lac District People's Committee, said: The component projects of the Program have contributed to creating jobs, increasing income, and improving the lives of local workers, especially those in poor and near-poor households, to escape poverty sustainably.
"The effectiveness of the Program contributes to changing the face of the countryside, especially the essential infrastructure system, creating favorable conditions for people to access basic social services, creating a premise to promote the district's socio-economic development. The poverty rate of the district has decreased by an average of over 5% each year," Mr. Nguyen Manh Hung acknowledged.
It can be seen that the synchronous and effective implementation of ethnic policies has brought about positive changes in the material and spiritual life of ethnic minorities in the mountainous district of Bao Lac. However, in addition to the achieved results, a number of projects have not been able to be implemented due to lack of guidance, some projects have few beneficiaries...
Mr. Nguyen Manh Hung, Chairman of Bao Lac District People's Committee, proposed that the Central Government allow the expansion of beneficiaries of the Program such as: adding new households that have escaped poverty in communes and villages of ethnic minorities and mountainous areas; Kinh households and individuals who are poor and near-poor living in communes and villages with special difficulties so that households can rise up to take control of their lives and escape poverty in a sustainable way.
