Focus on planning and management

Planning work, focusing on completing the establishment, appraisal and approval of zoning plans, is one of the important tasks at present in Nghi Son Economic Zone (KKTNS) and Industrial Parks (IPs), aiming to adjust inadequacies, overlaps and inconsistencies between types of planning, thereby creating favorable conditions for attracting investment as well as implementing projects.

In 2023, the Management Board of the Economic Zones and Industrial Parks advised and implemented many important plans, such as: Advising the Provincial People's Committee to coordinate with the Military Region 4 Command to sign and issue the Regulations on coordination in management and use of Hon Me Island Cluster, Thanh Hoa Province in the direction of combining national defense with socio-economic development; developing a plan for the development of the system of economic zones, industrial parks, export processing zones, and high-tech zones to send to the Department of Planning and Investment to integrate into the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045, submitted and approved by the Prime Minister in Decision No. 153/QD-TTg dated February 27, 2023. After the Provincial Planning for the period 2021-2030, with a vision to 2045, was approved by the Prime Minister, the unit advised the Provincial People's Committee to issue Plan No. 105/KH-UBND dated May 4, 2023 on the implementation of planning for industrial parks in Thanh Hoa province.

Also in the past year, the unit organized the preparation and submission of 22 planning projects, specifically: Submitting for approval of local adjustments to the General Planning for the construction of the Nghi Son Economic Zone, Thanh Hoa province to 2035, with a vision to 2050 (in which, the content is to adjust port land into industrial land to implement the Nghi Son LNG power project approved by the Provincial People's Committee); submitting and having the Provincial People's Committee approve 5 industrial park projects No. 21, No. 22; planning of urban areas No. 14, No. 16...

The Provincial People's Committee has also approved the plan to select contractors and organize bidding to select consultants to plan 7 projects, including: Zoning plan for Ecological Zone ST-05, ST-08; Zoning plan for Industrial Park No. 15; adjustment and expansion of Zoning plan for Industrial Park No. 4; local adjustment of Zoning plan for Lam Son - Sao Vang Industrial Park (Tho Xuan); Zoning plan for Industrial Park West of Thanh Hoa City; Zoning plan for Ha Long Industrial Park (Ha Trung).

In line with the planning tasks and progress, in the first quarter of 2024, the Management Board of the Economic Zone and Industrial Parks continued to prepare and submit for approval 19 planning tasks, of which the Provincial People's Committee has approved 1 sub-zoning plan for Industrial Park No. 16; submitted to the Provincial People's Council 1 sub-zoning plan for Tuong Linh Industrial Park (Nong Cong). The Provincial People's Committee also asked for opinions from the Ministry of Construction and the Ministry of Planning and Investment on 2 sub-zoning plans for the Industrial Park in the West of Thanh Hoa City and the project to locally adjust the General Plan of the Economic Zone (for 2 contents of Dai Duong Cement Joint Stock Company and VAS Nghi Son Group Joint Stock Company proposing to expand the project).

The unit has also submitted to the Department of Construction for appraisal 4 zoning planning projects including: Industrial Park No. 15; adjustment of Industrial Park No. 4; Urban Area No. 13; local adjustment of Lam Son - Sao Vang Industrial Park; and is currently implementing the establishment of 6 planning projects including: Ecological Zone ST-05 and ST-08; Ha Long Industrial Park (Ha Trung); Bac Hoang Hoa Industrial Park (Hoang Hoa); KT-01 Warehouse - Service Area; adjustment of Dinh Huong - Tay Bac Ga Industrial Park. The Board has also completed and submitted to the Department of Construction for appraisal the survey and planning estimate tasks of 5 projects including: Ecological Zone ST-01 planning; Metallurgical Industrial Park; 1/2000 scale construction zoning planning of Da Loc Industrial Park (Hau Loc) and Nga Tan Industrial Park (Nga Son); Boundary marker planting plan according to the zoning planning project and detailed construction planning approved in the NSKTK.

Recently, the Provincial People's Committee has issued Decision No. 1759/QD-UBND approving the 1/2000 scale Zoning Plan for Urban Area No. 13 in the NSZ with the planning research scope within the administrative boundary of Nghi Son commune (Nghi Son town), with a planning area of about 390 hectares, a forecast population of about 12,000 people and technical infrastructure indicators for traffic and infrastructure systems.

According to the Management Board of the Economic Zone and Industrial Parks, in 2024, the unit will focus on completing the construction planning project of Tuong Linh Industrial Park (Nong Cong); planning of Industrial Park No. 15; adjusting the planning of Industrial Park No. 4; planning of urban area No. 13 and detailed planning project of warehouse - service area KT-01. The unit will also complete documents and procedures to get approval for the budget planning tasks of the zoning plans submitted to the Department of Construction, as a premise for the implementation of infrastructure projects of industrial parks and urban areas. The Board will regularly patrol and inspect the current status of investors' construction works, individual housing construction activities in the Economic Zone, promptly reporting to local authorities to resolve cases of illegal construction according to regulations.
