From July 1, part-time workers at commune, village, and residential group levels will have their basic salary increased from VND1.49 million to VND1.8 million per month.

This is a new policy stipulated in Decree 24/2023/ND-CP dated May 14, 2023 of the Government on basic salary for cadres, civil servants, public employees and armed forces (referred to as Decree 24).
* Increase allowances
Decree 24 stipulates that from July 1, the basic salary used as the basis for calculating allowances and implementing other regimes according to the law for part-time workers at the commune, village and residential group levels is 1.8 million VND/month (previously 1.49 million VND/month).
Accordingly, part-time workers at the commune, village, and residential group levels such as: Deputy Head of the Party Committee Inspection Committee; Vice Chairman of the Vietnam Fatherland Front Committee; Vice Chairman of the Women's Union; Vice Chairman of the Farmers' Association; Chairman of the Red Cross Association; Chairman of the Elderly Association; Party cell secretary, hamlet chief, hamlet front work chief, neighborhood chief... will receive an allowance with a base salary of 1.8 million VND/month (must work until the end of July, starting from August 1).
In addition to the basic salary used as the basis for calculating the increased allowance for part-time workers at the commune, village and residential group levels, from August 1, 2023, they will continue to receive additional incentives according to Decree 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at the commune, village and residential group levels (referred to as Decree 33).
When Decree 33 takes effect, the central budget will allocate an allowance fund, including social insurance and health insurance support, to pay monthly for non-professional workers at the commune level as follows: Type I commune-level administrative units are allocated an allowance fund equal to 21 times the basic salary. Type II commune-level administrative units are allocated an allowance fund equal to 18 times the basic salary. Type III commune-level administrative units are allocated an allowance fund equal to 15 times the basic salary.
The central budget allocates a monthly allowance fund for non-professional workers in each village and residential group as follows: for villages with 350 households or more; residential groups with 500 households or more; villages and residential groups belonging to key commune-level administrative units with complicated security and order according to the decision of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas are allocated an allowance fund equal to 6 times the basic salary. In case a village with 350 households or more is converted into a residential group due to the establishment of a commune-level urban administrative unit, the allowance fund is kept at 6 times the basic salary. For villages and residential groups not subject to the above regulations, the allowance fund is allocated at 4.5 times the basic salary.
The allowance fund level for localities in Decree 33 is higher than Decree 34/2019/ND-CP dated April 24, 2019 of the Government amending and supplementing a number of regulations on commune-level cadres, civil servants and part-time workers at commune level, in villages and residential groups.
Clause 4, Article 34 of Decree 33 stipulates that in case a part-time worker at the commune, village, or residential group level concurrently performs the duties of another part-time worker at the commune, village, or residential group level, he/she shall receive a part-time allowance equal to 100% of the allowance prescribed for the part-time position. |
Mr. Pham Van Ha, Head of Hamlet 6B, Xuan Bac Commune (Xuan Loc District) said that increasing the basic salary for part-time workers at the commune, village, and residential group levels as well as the allowance level for localities will contribute to increasing the income of part-time workers at the grassroots level, encouraging them to be more committed to their work.
* New regulations on the number of part-time grassroots workers
Although Decree 33's regulations on the number of part-time workers at the commune, village, and residential group levels are not much different from Decree 34, Article 33 of Decree 33 is also of interest to the majority of part-time workers at the commune, village, and residential group levels.
For example, the number of part-time workers at the commune level is calculated according to the type of commune-level administrative unit, specifically: Type I is 14 people; Type II is 12 people; Type III is 10 people. Part-time workers in villages and residential groups with no more than 3 positions (including Party cell secretary, village or residential group head, head of the Front work committee) are entitled to monthly allowances. People directly participating in activities in villages and residential groups other than the above 3 positions are entitled to monthly support.
In addition, Article 33 of Decree 33 also allows for an increase in the number of non-professional staff at the commune level, such as: for every increase in population of a ward in a district by 1/3 (one third) of the prescribed level, one non-professional staff is allowed to be added. For every increase in population of the remaining commune-level administrative units by 1/2 (one half) of the prescribed level, one non-professional staff is allowed to be added.
In addition to increasing the number of non-professional staff according to the population size as above, each commune-level administrative unit that increases by 100% of the prescribed natural area level can increase by 1 non-professional staff. However, the number of non-professional staff at the commune level in each commune-level administrative unit may be lower than the level of a type III commune or higher than the level of a type I commune according to regulations, but must ensure that it does not exceed the total number of non-professional staff at the commune level of the entire district-level administrative unit assigned by the Provincial People's Council.
Chairman of the Phu Hoi Commune Red Cross Society (Nhon Trach District) Nguyen Van Hai said that the regulation on the number of part-time workers at the commune, village, and residential group levels according to Decree 33 is based on the characteristics of each commune, ward, and town to suit the practical situation. In addition, this decree also encourages part-time workers to hold multiple positions and tasks to receive additional preferential allowances. For example, if he concurrently holds the position of Secretary of the Dat Moi Hamlet Party Cell as before, in addition to the allowance received according to the title of Chairman of the Red Cross Society, he will also receive 100% of the allowance for the position of Secretary of the Hamlet Party Cell according to Decree 33.
