(QBĐT) - The Provincial People's Committee has just issued Directive No. 01/CT-UBND on urging the implementation of tasks after the 2025 Lunar New Year holiday.
Implementing the direction of the Prime Minister in Directive No. 03/CT-TTg dated February 4, 2025 on urging the implementation of key tasks after the Lunar New Year holiday of At Ty 2025, Official Dispatch No. 09/CD-TTg dated February 3, 2025 on ensuring the implementation of a civilized, safe and economical lifestyle in activities after the Lunar New Year holiday of At Ty and the spring festival of 2025, Resolution No. 25/NQ-CP dated February 5, 2025 on the growth target of sectors, fields and localities to ensure the national growth target of 8% or more in 2025, the Provincial People's Committee requests relevant departments, branches, sectors, units, localities, collectives and individuals according to their assigned functions, tasks and powers, after the Lunar New Year holiday of At Ty to immediately focus on handling work, especially unfinished work. Complete in 2024, key tasks in 2025, do not delay affecting production, business and socio-economic activities; focus on strongly promoting production and business activities, creating jobs and livelihoods for people, ensuring comprehensive, modern, inclusive and sustainable social security, at the same time, focus on immediately implementing the following key tasks and works:
1. Directors, Heads of provincial departments, branches, units and units under the Provincial People's Committee, Chairmen of People's Committees of districts, towns, cities, enterprises according to assigned functions, tasks and powers:
Focus on directing the implementation of a civilized, safe and economical lifestyle in festival activities after the Lunar New Year and the Spring Festival in 2025, including: Strengthening state management of beliefs, religions and festivals; stepping up propaganda, mobilization and guidance on the good implementation of legal regulations on the organization of beliefs, religions and festivals in the area; requesting and supervising business and service establishments to publicly list and sell at the listed prices, not soliciting and forcing prices, forcing tourists to buy goods at tourist attractions and festivals, ensuring the quality of goods and services, strictly handling acts of taking advantage of relics, festivals and beliefs for profit, superstitious activities, gambling...; thoroughly informing and directing agencies, organizations, units, all cadres, civil servants, public employees and workers to strictly implement regulations and instructions on organizing and participating in festival activities; Ensure safety, protect the environment, ensure food hygiene and safety, practice thrift, fight waste, and promote the exemplary spirit of cadres, civil servants, and party members.
- Thoroughly grasp the spirit of proactive implementation, proactive coordination, proactive advice in performing assigned duties and tasks. Focus on synchronous, effective and timely implementation of assigned tasks in Action Plan No. 76/KH-UBND, dated January 15, 2025 of the Provincial People's Committee on implementing Resolution No. 01/NQ-CP of the Government and Resolutions of the Provincial People's Council on socio-economic development tasks and state budget estimates for 2025, and the direction of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in January 2025 (Notice No. 155/TB-UBND, dated February 5, 2025 of the Provincial People's Committee); Review and identify key tasks for each month and quarter to focus on timely and effective direction and management, resolve and remove them thoroughly, in conjunction with strengthening inspection and supervision, especially for content and issues that are still stuck, complicated, long-standing, and arising issues...; review obstacles and shortcomings in the implementation of legal documents to advise the Provincial People's Committee to propose to the Central ministries, branches, the Government, and the Prime Minister to remove them. Receive comments and recommendations from associations, unions, and enterprises to immediately remove obstacles and barriers in the process of organizing and implementing policies and laws.
- Review resources and driving forces, identify growth potential to develop scenarios, plans, and specific management and direction solutions to achieve the target of GRDP growth of at least 8% in 2025 as directed by the Government and Prime Minister.
- Urgently complete investment procedures, allocate public investment capital sources, drastically promote implementation and disbursement of public investment capital from the beginning of the year, take public investment as the leading factor, attract private investment capital, and promote economic growth. Proactively review and promptly remove difficulties and obstacles for each project during the implementation process, especially key projects and works of the province, and national target programs. Speed up the implementation of key projects and works such as Quang Trach 1 Thermal Power Plant, Coastal Road and Nhat Le 3 Bridge, Passenger Terminal T2 - Dong Hoi Airport, projects with dynamic provinces in the fields of transportation, industry, tourism, etc.
- Resolutely and effectively carry out the work of rearranging and streamlining the apparatus according to the direction of the Central Government, the National Assembly, the Government, the Prime Minister, the Provincial Party Committee, and the Provincial People's Committee. Quickly stabilize the organization and apparatus of specialized agencies from the provincial to the communal level, ensuring that before, during and immediately after the rearrangement, the apparatus operates normally, smoothly and effectively.
- Focus on reviewing and properly handling projects and works that are behind schedule and slow to put land into use; inspect and check the land use situation of organizations that have been allocated land or leased land but have not implemented the project, still owe land rent, not to waste the province's resources.
- Focus on reviewing and promptly removing existing problems and obstacles to free up resources and promote socio-economic development (resolutely resolving problems to effectively promote land fund development projects in the area; reviewing and resolving problems related to forest management, conversion of forest use purposes; problems related to land, planning, land use plans, handling of public assets...); proactively completing plans and projects to serve investment promotion according to the directions of the Provincial People's Committee.
Implement drastically, synchronously, effectively, and resolutely complete the tasks in the Resolution of the Provincial Party Committee on eliminating temporary and dilapidated houses for poor and near-poor households, initially completing the goal of eliminating temporary and dilapidated houses in the third quarter of 2025.
- Proactively grasp the practical situation, press information, and public opinion to promptly handle arising problems related to the industry, field, and management area, promptly resolve difficulties and problems of people and businesses in production, business, and life.
- Launch, promote and effectively organize patriotic emulation movements, peak emulation periods, strive to excellently complete the targets and tasks of the socio-economic development plan for 2025 and the 2021-2025 period, make practical achievements to celebrate major holidays and important events of the country and the province, especially Party Congresses at all levels, the 18th Provincial Party Congress, and the 14th National Congress of the Party.
- Based on assigned functions and authority, promptly reward or propose to competent authorities appropriate forms of reward to encourage and recognize organizations, individuals, and functional forces with outstanding achievements and spirit of serving the people during the Lunar New Year 2025, especially for actions, examples, and noble gestures that have a spreading effect and positive influence in the community and society.

2. The Department of Planning and Investment shall preside over and coordinate with relevant departments, branches and localities to:
- Preside and coordinate with the Department of Statistics to urgently review and advise the Provincial People's Committee to submit to the Provincial People's Council to adjust the province's GRDP growth target in the thematic session in February 2025 under the direction of the Prime Minister; proactively monitor and grasp the situation to advise the Provincial People's Committee on solutions to direct and operate to implement the GRDP growth scenario of 8% in 2025.
- Guide and support investors in implementing legal procedures for projects that have allocated investment capital, projects that have decided on investment policies; advise the Provincial People's Committee to resolutely revoke projects that are slow to implement, not implemented according to regulations, to avoid waste in the use of land resources. Strengthen investment supervision and evaluation, closely inspect and supervise the adjustment of investment policies, and delay in project investment progress.
- Continue to implement solutions to strongly improve the business investment environment, enhance the province's competitiveness from the beginning of 2025 with specific and practical actions, creating a truly transparent, fair, safe and effective investment environment.
3. The Department of Finance coordinates with the Tax Department, departments, branches and localities to effectively implement the state financial and budgetary tasks in 2025; resolutely and synchronously implement solutions to increase and develop sustainable budget revenue sources, prevent revenue loss and collect tax arrears right from the beginning of the year. Strictly manage the budget, ensure savings, efficiency and compliance with regulations, prioritize budget investment for development and effectively implement key socio-economic programs, some important and urgent tasks, urgent and key projects of the province.
4. The Provincial Tax Department shall implement the collection of taxes correctly, fully and promptly, avoiding tax losses; implement policies on tax exemption, reduction, extension and refund, and promote administrative procedure reform, modernize tax work, create favorable conditions for enterprises to develop production and business and fulfill tax obligations according to regulations.
5. The Department of Agriculture and Rural Development presides over and coordinates with departments, branches and localities to:
- Focus on directing the production of the 2025 winter-spring crop and the 2025 spring crop, strengthening disease prevention and control on crops and livestock; directing the preparation and implementation of appropriate solutions to prevent and combat severe cold (if any); focus on implementing sustainable fisheries exploitation measures, resolutely preventing illegal, unreported and unregulated fishing; develop plans and solutions to implement the goals of the National Target Program on New Rural Development in 2025 from the beginning of the year.
- Strengthen inspection to ensure the safety of irrigation works, reservoirs, river dykes, sea dykes; focus on implementing works and projects to ensure the safety of dams and reservoirs, effectively implement the Tet tree planting festival to forever remember Uncle Ho Xuan At Ty 2025, the afforestation plan; direct localities to strengthen forest protection, forest fire prevention and fighting; proactively have timely response solutions when incidents occur. 6. The Department of Industry and Trade presides over and coordinates with departments, branches, and localities:
- Focus on directing, urging, and promoting production and business right after the Tet holiday, especially in key industries with strengths of the province; promptly remove difficulties and obstacles, urge industrial production projects to be completed and put into operation soon.
- Grasp the market situation, supply and demand of goods, especially essential goods, input materials for production and business, have solutions to regulate, promote circulation, promote growth right from the first months of 2025, strengthen inspection and supervision of price declaration, posting, selling at the listed price; strictly handle acts of unreasonable price increases, adding additional fees to collect higher than the declared and listed prices.
7. The Department of Tourism shall preside over and coordinate with relevant departments, sectors, localities and units to continue implementing solutions to attract tourists after the Lunar New Year; strengthen inspection and supervision of welcoming and serving tourists at tourist attractions, sites and festivals in the province, ensuring safety and security for tourism at the beginning of the year; and carefully prepare plans for the 2025 tourist season.
8. The Department of Transport coordinates with the Provincial Police to strictly manage transportation activities, serve people's travel needs after Tet, minimize delays and cancellations; resolutely and strictly handle acts of increasing ticket prices against regulations; acts violating traffic order and safety.
9. The Department of Health shall preside over and coordinate with relevant departments, branches and localities:
- Strengthen measures to monitor, prevent, and respond to infectious diseases that are at risk of breaking out in the winter-spring season, especially respiratory diseases and emerging infectious diseases.
Direct the implementation of good health care for people after Tet, ensure food hygiene and safety; strengthen the inspection and control of food hygiene and safety, strictly manage food safety at food service establishments, food businesses, and prevent food poisoning during the 2025 Spring Festival season.
10. The Department of Education and Training shall coordinate with relevant departments, branches and localities to direct and guide educational institutions in the province to focus on implementing the 2024-2025 school year plan well, organize activities to support students to return to school after Tet holiday, especially students in remote, isolated and border areas; coordinate with the health sector to monitor and implement disease prevention measures, ensure hygiene and food safety in schools; propagate and mobilize students and parents to comply with legal regulations on traffic order and safety.
11. The Department of Culture and Sports coordinates with departments, branches and localities to strengthen the management and organization of festivals according to their authority. Guide localities to organize measures to strengthen the state management of festivals in the area, ensuring solemnity, thrift, civilization, preserving and promoting national cultural identity. Strengthen inspection, examination, detection and strict handling of violations of regulations on organizing and participating in festivals; resolutely prevent and handle festivals that are offensive, violent and profiteering; manage and organize well the activities of visiting and paying respects at spiritual tourist attractions, at places that attract many visitors such as Lieu Hanh Holy Mother Temple, Than Dinh Mountain, Hoang Phuc Pagoda, Uncle Ho Temple and Martyrs...
12. The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with departments, branches and localities to monitor and grasp the living conditions and production and business activities of people and enterprises after the Lunar New Year to have plans for direction and management, especially support and hunger relief during the lean season in particularly difficult areas and ethnic minority areas; strengthen the work of grasping the situation of workers and laborers after the Tet holiday, proactively have solutions to ensure labor, meet the human resource needs for production and business of enterprises, especially in industrial parks to have solutions to attract workers to return to work; support enterprises to overcome local labor shortages; support policies on training new workers, rural workers, and untrained ethnic minority workers. Organize the full, timely and effective implementation of poverty reduction policies, ensuring social security and social welfare.
13. The Department of Home Affairs focuses on guiding departments, branches, and localities to urgently complete the arrangement of organizational apparatus, arrange cadres, civil servants, and public employees, handle surplus public assets after the arrangement, and ensure that the apparatus is soon stabilized to organize party congresses at all levels in 2025.
14. The Provincial Ethnic Committee shall preside over and coordinate with the People's Committees of districts with ethnic minorities and five provinces to assess the living conditions of the people and ethnic minorities after the Lunar New Year, promptly advise and propose support for poor and disadvantaged households during the months between crops to stabilize their lives and prevent hunger, and coordinate with relevant departments and branches to focus on urging the good implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas.
15. The Department of Information and Communications coordinates with the Provincial Party Committee's Propaganda Department to direct press agencies to promote information and propaganda, create a joyful and exciting atmosphere in labor, production, work and study; encourage people and businesses to join hands, be unanimous, and strive to successfully implement the socio-economic development targets and tasks in 2025, effectively combat and refute toxic and untrue information, and strictly handle violations.
16. The Provincial Inspectorate urgently implements solutions to strengthen the work of preventing corruption, negativity, practicing thrift, and combating waste in 2025; urgently implements the inspection plan for 2025, strengthens inspection and supervision of post-inspection handling. Coordinates with localities to thoroughly resolve prolonged complaints and denunciations; does not allow hot spots to arise.
17. Quang Binh Radio and Television Station, Quang Binh Newspaper, and press agencies in the province continue to promote propaganda on the implementation of key tasks and solutions in directing and implementing the socio-economic development plan for 2025, with news and reports reflecting the atmosphere of launching the implementation of tasks at the beginning of the new year of departments, branches, sectors, and localities, creating a new momentum to promote the development of production and business activities right from the beginning of the new year; fight and refute bad, toxic, negative, and untrue information; contribute to creating consensus and strengthening trust among the people. Promote information and propaganda to promote the image, traditional beauty, and humanistic values of Vietnam in general and Quang Binh province in particular; propagate and popularize new models, good practices, and typical examples to arouse national pride, inspire, and create trust for people and domestic and foreign businesses. Timely update market information, commodity prices, especially essential goods to serve people; promptly notify weather developments, natural disaster warnings, disease situations on crops and livestock; increase bulletins on traffic safety, disease prevention and control, education, training, vocational training, dissemination of knowledge, laws, etc.
18. The provincial police strengthen measures to ensure security, order and social safety; ensure traffic safety and order, public order after Tet and during the festival season; absolutely ensure security and safety for the activities of Party and State leaders in the province, key projects, important political, cultural and foreign affairs events of the province; strictly handle violations of the law; pay special attention to security and order in areas with complicated religious issues, localities with complaints and lawsuits. Inspect and strictly handle violations in the production, trading, transportation, storage and illegal use of firecrackers. Strengthen patrols, handle overloaded and oversized vehicles, control traffic, especially violations of alcohol concentration. 19. The Provincial Military Command deploys military recruitment work according to plan, together with the Provincial Border Guard Command, strictly maintains combat readiness, closely manages airspace, sea, border, and inland areas; continues to monitor, grasp the situation, and proactively take measures to handle situations related to national sovereignty, defense, and security.
20. Departments, branches, sectors, units and localities shall focus on advising and promptly completing the draft Proposal of the Provincial People's Committee and the draft Resolution of the Provincial People's Council to be submitted at the Provincial People's Council meetings within the prescribed time limit; strictly implement the monthly reporting regime according to the Working Regulations of the Provincial People's Committee; proactively advise the Provincial People's Committee on tasks that need to be directed and implemented in the sectors, fields, units and localities under their responsibility. Strictly and fully implement the instructions of the Chairman and Vice Chairmen of the Provincial People's Committee assigned to departments, branches, units and localities in documents and meetings of the Provincial People's Committee.
21. The Office of the Provincial People's Committee continues to closely review and promptly advise the Provincial People's Committee to urge the implementation of tasks assigned by the Chairman and Vice Chairmen of the Provincial People's Committee but still have problems and backlogs; monitor and urge the implementation of the Work Program of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial People's Committee Party Committee and the Provincial People's Committee in 2025. Proactively assess the implementation of assigned tasks of departments, branches and localities, especially tasks related to the implementation of strategic breakthroughs, key projects and works, important and urgent issues, promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee to handle arising problems, ensuring timely implementation, quality and efficiency. Urge to promote strong reform of administrative procedures and regulations related to business activities, decentralization in handling administrative procedures, simplification of internal administrative procedures and innovation of one-stop and inter-connected one-stop mechanisms in handling administrative procedures.
22. Officials, civil servants, public employees, and workers in state administrative agencies, relevant agencies, and organizations must strictly implement administrative discipline and labor discipline, promptly focus on solving and handling work right from the first working day, especially backlog and delayed work due to Tet holiday, work and procedures directly related to production, business, and investment of enterprises and people. Do not organize spring outings, festivals, or New Year greetings that affect working time and efficiency. Absolutely do not attend festivals during working hours; do not use state budget, means, or public assets against regulations for festival and entertainment activities. Leaders of departments, branches, units, and localities must not attend festivals unless assigned by competent authorities.
23. Business and service establishments and business households must ensure full conditions for food safety and hygiene, security and safety, and fire prevention for people and tourists attending the 2025 spring festivals and related activities.
Companies, enterprises, businessmen, professional associations and all people continue to promote the spirit of entrepreneurship, innovation, overcome difficulties, and strive to achieve the highest results in production and business activities in 2025.
24. The Provincial People's Committee requests the Provincial Vietnam Fatherland Front Committee and mass organizations to:
- Actively participate in propaganda and mobilization to implement a cultural, civilized, safe, healthy, economical and pure lifestyle in religious and festival activities, especially for cadres, civil servants, public employees, workers and party members.
- Promote the strength of the great solidarity bloc, mobilize all people, union members, and association members to join hands, be unanimous, and strive to successfully and comprehensively carry out the socio-economic development tasks in 2025.
25. The Chairman of the Provincial People's Committee requests the Vice Chairmen of the Provincial People's Committee, according to their assigned fields, to request Directors of departments, heads of branches, sectors, Chairmen of People's Committees of districts, towns, cities, relevant organizations and individuals, based on their assigned functions, tasks and authority, to proactively and actively grasp the situation, promptly take appropriate and effective measures to direct and manage; always accompany businesses and people, promptly remove difficulties and obstacles in the process of implementing policies and laws; strive to achieve the highest results in the goals and targets of the socio-economic development plan for 2025, successfully and comprehensively complete the 5-year socio-economic development plan 2021-2025.
