According to the Binh Thuan Department of Health, there are currently 14 private clinics operating in the province. In recent times, private medical examination and treatment facilities in the province have made an important contribution in providing medical examination and treatment services to people, helping to reduce the burden on public medical facilities, creating favorable conditions for providing services to people, helping people have more options in medical examination and treatment.
However, through information channels and inspections, it is shown that some private clinics still violate legal regulations on medical examination and treatment. Specifically, practicing beyond the scope of permitted expertise; using drugs of unknown origin, drugs not yet permitted for circulation in Vietnam.
At the same time, private clinics advertise beyond the scope of their permitted professional activities; do not publicly disclose prices for medical examination and treatment services or list prices but charge higher than the listed prices; "fake illnesses and extort money" from patients; do not keep prescriptions and medical records in accordance with regulations of the Ministry of Health; do not arrange enough personnel, medical equipment, and facilities to perform medical examination and treatment according to the specialties approved in the medical examination and treatment license; doctors do not go to work but still have medical orders; practitioners do not register to practice medical examination and treatment; signs do not match the names in the operating license; do not carry out statistics, periodic and ad hoc reports according to regulations...
In particular, recently, Binh Thuan General Clinic in the province committed violations: staff did not wear name tags when performing medical examinations and treatments; did not fully post prices at the drug sales location of the pharmaceutical business and charged higher prices for medical examinations and treatments than the listed prices. These violations have directly affected the health and economy of patients and caused public outrage.
In order to rectify the activities at private clinics, provide good quality services, and ensure patient safety, Binh Thuan Department of Health requires clinics in the province to seriously implement: the person in charge of technical expertise of the clinic continues to review and rectify medical examination and treatment activities at the clinic. Ensure proper implementation of professional regulations and medical examination and treatment procedures. Carry out statistics and periodic and ad hoc reports according to regulations.
Ensure operating conditions comply with the provisions of the Law on Medical Examination and Treatment; regulations related to investment and business conditions in the medical field and other relevant legal provisions on medical examination and treatment (treatment of wastewater, medical waste; fire prevention and fighting; radiation safety, etc.). The name of the signboard must be the same as the name in the operating license.
Do not advertise, do not organize medical examinations and treatments beyond the scope of expertise; publicly post service price lists at the facility, making it convenient for people to get information and make choices. Organize health examinations, issue social insurance leave certificates and implement health insurance policies and laws in accordance with regulations.
Must ensure sufficient staff to perform medical examination and treatment according to the approved specialties in the medical examination and treatment license at the clinic. Doctors must have a practicing certificate appropriate to the specialty in charge; wear a name tag when performing medical examination and treatment.
