On May 13, at Hai Van Primary School, Lien Chieu District People's Court held a mobile trial of the couple Nguyen The Anh (35 years old) and Nguyen Thi Kim Ngan (24 years old, both residing in Loc Tien commune, Phu Loc district, Thua Thien-Hue province) for the crime of "Disturbing public order".
According to the indictment announced in court, at around 4:00 p.m. on March 19, 2023, after going out in Phu Loc district, Nguyen The Anh and his wife Nguyen Thi Kim Ngan invited each other to go to Hai Van pass to play.
He drove a SH motorbike with license plate 75K1-510.16 carrying Ngan. When passing the "elbow" curve at Km 905 + 300 (in front of Night View coffee shop in Hoa Hiep Bac ward, Lien Chieu district), Anh invited Ngan to take turns driving while driving.

When Ngan agreed, Anh let his wife drive the bike while he sat in the back. Then, they both took off their helmets and drove around the “elbow” curve. When they got through the curve, Anh leaned forward from behind while Ngan stepped back into the saddle and switched positions. The distance Anh and his wife drove and switched drivers was about 120m. The couple’s actions were recorded by many people standing on the side of the road and posted on social media.
After that, Anh and Ngan drove back home in Loc Tien commune, Phu Loc district, Thua Thien - Hue province. At around 10 pm the same day, Anh drove his motorbike with license plate 75K-510.16 to fight and was detained by the Investigation Police Department of Phu Loc district police.
The panel of judges determined that Anh and Ngan's actions had a negative impact on social order and traffic safety.
Defendant Anh was sentenced to 6 months in prison by the People's Court of Phu Loc district for "Theft of property" in 2013. On March 23, 2023, he was prosecuted and temporarily detained by the Phu Loc district police for "Intentionally causing injury".

At the trial, Anh and Ngan admitted their violations, expressed remorse and hoped the panel of judges would consider and impose the lowest sentence possible so that they could soon have the opportunity to return to their families.
After a comprehensive review, the People's Court of Lien Chieu District sentenced Nguyen The Anh to 1 year and 6 months in prison and Nguyen Thi Kim Ngan to 1 year in prison (suspended sentence, probation period of 24 months).
