Speaking with VTC News reporter, Mr. Bui Hoang Minh - Director of the Smart City Monitoring and Operation Center (IOC) of Thua Thien Hue province said that currently, the whole province has deployed, installed and put into operation 642 cameras, integrating up to 27 artificial intelligence (AI) solutions to serve the direction and operation work, serving many aspects of people's lives and society.

In the group of traffic solutions, the AI ​​camera system will focus on handling traffic light violations, driving in the wrong lane, entering prohibited roads, recognizing license plates and tracing vehicle routes, warning of traffic jams, detecting and identifying oversized and overloaded vehicles, and warning of wanted vehicles, "black" license plates, measuring traffic volume, warning of traffic jams, traffic jams...

With the urban order solution group, the AI ​​camera system will also help warn of illegal parking; encroachment on roadsides and sidewalks.

For security solutions, new technology will help with facial recognition; intrusion detection at agencies and units, crowd detection and warning. For the environmental group, AI camera systems at dams will monitor water levels and warn of floods, automatically detect and warn of forest fires; warn of littering behavior, etc.

During the implementation process, the AI ​​camera system has promoted the power of technology, bringing clear efficiency in the management and implementation of digital government.

Accordingly, the system recorded more than 35,000 traffic violations with fines of over 4 billion VND, thereby contributing to raising people's awareness of traffic participation. Not only that, the AI ​​camera system also helps to count traffic volume to support traffic planning, warn people of traffic jams, making people's travel easier.

Regarding security and order, the AI ​​camera system has helped the police track down more than 400 cases with criminal elements in the province. Through the AI ​​camera system, a professional support tool has been formed for the police force in the fight against and prevention of crime to ensure social order and safety.

Along with that, through management and detection from the system, it also helps identify "black" lists and lists of violations, supports timely detection of inter-provincial criminals and warns authorities when these criminals appear in Thua Thien Hue province as soon as possible.

In disaster prevention, the AI ​​camera system helps authorities detect and record nearly 2,000 suspected fire cases, 122 forest fires, and 255 straw burning cases.

Connected cameras have also been invested in and installed at dams in the province with more than 30 AI cameras to serve monitoring work during the rainy and stormy season. This will be especially convenient for authorities to regularly update images and developments of "hot" areas including large rivers and roads during the rainy and stormy season and promptly notify and warn people of flooded areas.

In the immediate future, the needs and actual situation of the locality continue to require further expansion of the AI ​​camera system to serve a number of specific areas such as natural disaster prevention, flood control, fire alarm and some sudden work positions that require mobility, short-term use such as serving the direction and operation, security monitoring in hot spots such as epidemic areas, disorderly areas, garbage collection points.

The management agency is also lacking mobile cameras installed on vehicles to monitor traffic violation and environmental pollution hotspots to broadcast live images at the scene to serve the direction and operation. Regarding these limitations and difficulties, the province will gradually overcome them in the coming time to achieve the best efficiency, serving the digital government and the people in the best way.

It is known that currently, Thua Thien Hue is continuing to cooperate with partners to install more cameras, the goal is to have 1,500 across the province to better monitor, detect violations, and resolve people's complaints.

As a leading province in digital transformation nationwide, Thua Thien Hue is always in the leading group nationwide in terms of the Provincial Competitiveness Index (PCI), Provincial Governance and Public Administration Performance Index (PAPI) as well as the Digital Transformation Index (DTI). In 2022, Thua Thien Hue ranked 6th in the PCI index, 5th in the PAPI index and 2nd in the DTI index for two consecutive years.

To achieve the above impressive results, the Provincial Party Committee and authorities at all levels of Thua Thien Hue implemented a systematic, long-term program - investing heavily in digital transformation, aiming to become one of the first smart cities in the country.

With the AI ​​camera system, data will be collected, stored and processed according to the following principles: Building data sources; standardized storage; shared operations; connecting collection; creating value.

During the implementation process, the principles are followed to ensure basic requirements: People must have access to official data sources; enjoy utilities and have the right to participate in the public interaction process; have the right to be consulted on related decisions; the monitoring mechanism must be implemented publicly to ensure transparency; data collected from the camera system must create real value.

In addition, synchronization factors are also given special attention to ensure efficiency and connectivity in the application of AI camera systems to serve all aspects of social life. In fact, since 2019, with the deployment of the Thua Thien Hue Smart Urban Service Platform (Hue-S), the province has also created a digital tool not only to manage administrative activities and social order for the government but also as an effective connection channel for people to management agencies.

This is a shared application for the provincial government, police and businesses, and is also a platform where people can interact directly and report incidents at the scene. Through the Hue-S application, along with data collected from the AI ​​camera system, the Thua Thien Hue Smart City Monitoring and Operation Center (IOC) will receive information and then transfer it to relevant units and agencies for processing.

According to the leader of the Hue Department of Information and Communications, the greatest effect of digital transformation in Thua Thien Hue in general and the application of the AI ​​camera system is to change the perception of information among participating agencies, creating a workflow that can overcome common administrative limitations, reduce personnel pressure and connect people with the government in a convenient and transparent way.

Not only are management agencies quickly absorbing and applying scientific and technological achievements in the digital transformation process, people are also receiving these changes better and better.

The project strives to complete the standards, criteria, and services of smart cities by 2030, combined with surveillance camera systems, traffic control and command systems, etc. Improve the capacity of the People's Public Security force to monitor, manage traffic and ensure order and social safety. In particular, provide people and traffic participants with smart traffic services and online public administrative services.
