Removing bottlenecks in key infrastructure projects
In early July 2024, in a conversation with a reporter from Dau Tu Newspaper, Mr. Phan Phong Phu, Vice Chairman of the People's Committee of Quang Binh province, said that the province's budget revenue in the first 6 months of the year reached 3,500 billion VND, exceeding the estimate set in the half-year plan. This is a good thing in the context of many economic difficulties.
However, Mr. Phu also expressed concern about whether the province can complete the budget revenue as planned in the last 6 months of the year (6,100 - 6,300 billion VND), when the province's economy still faces many challenges. However, by the end of 2024, Quang Binh's budget revenue will reach nearly 7,000 billion VND, the highest ever.
In addition to budget revenue, Quang Binh's economy also recorded impressive results, such as GRDP growth reaching 7.18% - higher than the national average of 7%, 24/25 targets achieved and exceeded the set plan. Notably, overcoming the impact of the Covid-19 pandemic, Quang Binh tourism has strongly recovered, attracting 5.2 million visitors in 2024, total revenue from the tourism industry reaching nearly 6,000 billion VND.
Quang Binh will continue to promote administrative reform, digital transformation, create a favorable and attractive environment to attract tourists; have open mechanisms and policies, truly create solid 'nests' to welcome 'eagle' investors. At the Van Ninh - Cam Lo Expressway Project, the last household in Le Thuy District voluntarily received compensation and handed over the site in the last days of 2024, clearing the "bottleneck", ending the 2-year arduous process of site clearance for this national key project of Quang Binh Province. After the project is fully handed over, the North - South Expressway through Quang Binh is expected to be completed early in 2025.

At the meeting of the People's Council of Quang Binh province at the end of 2024, Mr. Tran Hai Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Binh province emphasized that the world and regional situation is having many complicated and unpredictable developments, the financial, monetary, raw material and commodity markets are fluctuating strongly; the real estate market is recovering slowly; climate change, natural disasters, floods affect socio-economic development, production and business activities, employment and people's lives.
“In the face of many difficulties and challenges, with the spirit of solidarity and drastic efforts of the entire political system, business community, cadres and people of the province, Quang Binh has achieved many important and quite comprehensive results in all fields,” Mr. Chau emphasized.
According to Mr. Chau, the great efforts of the entire Quang Binh provincial government system in implementing the goals set for 2024 have contributed to creating more momentum for the province's breakthrough in 2025 - a year of special significance to reach the finish line and complete the goals of the Resolution of the 17th Quang Binh Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025.

Unleashing resources, continuing to create a favorable investment environment
According to the Chairman of the People's Committee of Quang Binh province, Mr. Tran Phong, in 2025, the entire political system of the province sets the highest determination and takes the most drastic actions to complete the 5-year Socio-Economic Development Plan 2021-2025.
To achieve the set goals, the province will focus on and resolutely remove and effectively resolve difficulties, obstacles, bottlenecks and barriers in investment, production, business, real estate and public investment. In particular, public investment disbursement will be accelerated from the beginning of the year to stimulate growth, stimulate investment, increase production value and enhance the competitiveness of the economy.
“Public investment will lead private investment. Therefore, the province will focus capital to complete public investment projects being implemented in the 2021-2025 period, not wasting resources,” said Mr. Tran Phong.
In addition, the province continues to urge and accelerate the progress of key infrastructure and transportation projects such as the North-South Expressway section through Quang Binh, Quang Trach I Thermal Power Plant, upgrading Dong Hoi Airport, the Sports Center, Bac Quang Binh General Hospital, coastal roads and Nhat Le 3 Bridge...; prepare early to start the project to expand the Ngang Pass Tunnel, Gianh Bridge and Quan Hau Bridge.
The Chairman of the People's Committee of Quang Binh province emphasized that another key task for the province is to focus on improving the investment and business environment, enhancing investment promotion and attraction, as well as speeding up the progress of investment projects in the province.
“The province will focus resources on synchronous investment in technical infrastructure, creating clean land, expanding and developing economic zones and industrial parks. Priority will be given to attracting ‘eagle’ investors to Quang Binh with large investment projects in line with the province’s planning, such as tourism and industrial projects, etc. to create momentum to promote socio-economic development in a modern and sustainable direction, protect the environment, create jobs for local workers, and create sustainable sources of income.
In addition, there are solutions to support and speed up the progress of projects; coordinate to remove difficulties and obstacles for unfinished and delayed projects due to objective reasons; resolutely handle projects that are prolonged, not implemented, have tax debts, causing waste of investment opportunities and waste of development resources of the province," Chairman Tran Phong emphasized.
Quang Binh Provincial Party Secretary Le Ngoc Quang affirmed that the tasks and solutions for socio-economic development of Quang Binh province in 2025 are to unblock resources, remove bottlenecks, overcome the limitations pointed out, successfully complete the tasks of 2025 and the entire 2021-2025 period, creating a premise for the province to develop in the next period.
Also according to the Secretary of the Quang Binh Provincial Party Committee, in response to the requirements of the task in the context of the country entering a new era - the era of national development, Quang Binh province thoroughly grasps and strictly implements the policies, regulations and directions of the Central Government on the arrangement of the apparatus of the political system, ensuring unity from the Central to the local and grassroots levels; closely following the directions, plans and progress of the arrangement and streamlining of the apparatus according to the requirements of the Central Steering Committee and the Politburo. At the same time, the highest determination and most drastic actions are needed to successfully carry out the revolution of streamlining the apparatus, creating a qualitative change in the operation of the province's political system.
