Minister Nguyen Hong Dien visited and worked with the Institute of Energy

Attending the meeting were Deputy Minister Nguyen Hoang Long and leaders of the Department of Electricity and Renewable Energy, Ministry Office.

Reporting at the working session, comrade Tran Ky Phuc, Director of the Institute of Energy, said that the Institute of Energy is a unit under the Ministry of Industry and Trade with the task of researching strategies, policies and planning for national energy development; researching science, technology, environment and energy development: environment, thermal power, nuclear power, hydropower, power transmission and distribution, electrical engineering, electrical materials; consulting on planning, economic and technical reports, project investment, potential and civil planning; training and cooperation in science and technology, technology transfer, etc.

Under the direction of the Ministry's leaders, the Institute of Energy is currently urgently completing the assigned tasks in advising and implementing work related to adjusting the VIII Power Plan. At the same time, it is recommended that the Ministry's leaders create conditions for the Institute of Energy to continue performing policy advisory tasks and participate more actively in professional activities related to large power projects such as nuclear power projects and offshore wind power projects.

Speaking at the meeting, Minister Nguyen Hong Dien assessed that in recent times, the Institute of Energy, with its function as a research and consulting agency on policies, planning, plans, and techniques in the energy sector, has made many important and positive contributions to the development of the industry and trade sector and the country's economy. Up to now, the achievements and accomplishments in the country's energy development have all had the Institute's mark, most recently the Power Plan VIII.

According to the Minister, ensuring adequate electricity supply and maintaining national energy security are issues of concern to the whole world, especially Vietnam. The Resolution of the 13th National Party Congress has set the goal of striving for Vietnam to become a developing country with modern industry and high average income by 2030, and a developed country with high income by 2045. To achieve that goal, strong decisions and "spectacular" steps are needed, in which energy plays the role of bread for the economy and needs to be one step ahead, so the issue of developing green, clean and sustainable energy is very important. In addition, to create new momentum and breakthroughs for the country's development, Vietnam has been drastically and synchronously implementing strategic and revolutionary policies and decisions on organizational apparatus and science and technology. In particular, Vietnam is also assessed to have a lot of potential and advantages for energy development, especially renewable energy.

The VIII Power Plan has been announced and is in the process of implementation, which is a big step forward, overcoming many limitations compared to previous old Plans; however, with new development trends and requirements, the VIII Power Plan needs to be adjusted soon to be more suitable to reality. Currently, there is a full political basis, practical basis, and legal basis to quickly implement the Project to adjust the VIII Power Plan. As the leading unit of the Ministry of Industry and Trade in consulting and coordinating with relevant professional units on policy making in the energy sector, Minister Nguyen Hong Dien has given some notes to the Institute of Energy and related units to work in compliance with the motto of being in accordance with the law, in accordance with the direction of the Government, the Prime Minister, and in accordance with the practical situation.

The Minister has given major directions when adjusting the VIII Power Plan such as: Reviewing large power source projects that are slow or encountering difficulties in the implementation process (such as gas-fired power projects using Blue Whale gas, LNG power projects, etc.) to have suitable replacement and adjustment plans; adjusting the plan must ensure balance between load and source scale, balance between regions, balance between source and transmission; researching to maximize the country's potential advantages to develop energy sources, especially renewable energy.

At the same time, the Minister suggested that the revised Power Plan VIII should thoroughly promote and exploit all potentials and advantages of the country to develop energy, especially renewable energy and clean energy according to three goals: serving domestic demand, serving the direct power purchase mechanism (DPPA) and serving exports. In addition, it is necessary to strongly urge ministries, branches, localities and relevant units to provide updated data and figures to review the plan. The Minister emphasized that it is necessary to speed up the implementation of tasks, not to be perfectionist but absolutely not to ignore the processes and procedures according to State regulations. In particular, the VIII Power Plan is a large plan and plays a very important role, so the Minister requested that, during the implementation process, it is necessary to pay attention to doing a good job of communicating about the work and tasks that the Industry and Trade sector has done, the tasks being implemented so that the whole society knows, agrees, supports, and creates favorable conditions for the successful completion of the tasks of the Ministry and its units.

Regarding the nuclear power sector, the Minister further noted that relevant units when implementing the adjustment project need to respect and inherit the survey results of the previous phase, on that basis continue to consider to have appropriate proposals; focus on researching new technological solutions such as smart grids and undersea transmission systems for pilot implementation...

On the occasion of the New Year 2025 and preparation for the Lunar New Year At Ty, Minister Nguyen Hong Dien also sent his best wishes to all leaders, officials and employees of the Institute of Energy for a warm, peaceful and happy New Year, continuing to promote the achieved results, striving to overcome difficulties and challenges to successfully complete the assigned goals and tasks./.
