Minister of Transport continues to answer questions

Yesterday afternoon, participating in the debate on the issue of vehicle inspection with Minister Nguyen Van Thang, delegate Tran Thi Kim Nhung (Standing member of the Law Committee) said that the shortage of staff causing the vehicle inspection crisis was partly the responsibility of the Ministry of Transport. The Ministry was not proactive and did not promptly coordinate with other agencies to resolve this issue.

She said that the Ministry of Transport needs to maintain stability in performing its duties to ensure service to the people and businesses in vehicle inspection. The female delegate asked the Government to clarify responsibilities in this incident and Deputy Prime Minister Le Minh Khai to clearly state the lessons learned from the incident?

Responding to delegate Nhung this morning, Minister Nguyen Van Thang affirmed that the incident at the Vietnam Register and the registration centers was an "extremely painful" incident for the registration sector and the transport sector. "The Ministry is responsible with the Vietnam Register for the violations that occurred in registration activities in the past time," said Mr. Thang.

However, he explained that when the police force investigated, prosecuted, and detained the inspectors, the Ministry of Transport could not request the Ministry of Public Security to notify them in advance. Therefore, after the incident occurred, the Ministry of Transport discussed with the Minister of Public Security to resolve the issue together.

For example, when the police searched the inspection centers, the Ministry of Transport sent a document requesting the Ministry of Public Security to create conditions for the seizure of machinery, equipment, and sealed documents to serve the investigation, to do so early and quickly, then hand over the inspection center to the Department of Inspection to take over and deploy forces.

However, 75% of the inspection centers are private, so it is not possible to restore them immediately, especially among those who have been prosecuted and detained, there are key personnel who are senior inspectors. These are people who are very difficult to replace because usually each center only has one person. It takes 1-1.5 years to train a senior inspector.

According to the Minister, after implementing many solutions, the problem of vehicle inspection has been basically resolved, and the conditions for vehicle inspection centers to operate have been basically ensured. The issue of vehicle inspection service prices has been proposed by the Government to the National Assembly for consideration when amending the Law on Prices.
