On February 18, information from the Thanh Hoa Department of Education and Training said that the department had sent a document to the Department of Education and Training at all levels and affiliated educational institutions requesting the implementation of a number of contents after Circular 29 on extra teaching and learning takes effect (from February 14).

Implement well the differentiation of students, prioritize the arrangement of teachers to guide and help students with unsatisfactory or satisfactory learning results; guide students with fair and good learning results to self-study and review individually or in study groups.
For final year students, the Thanh Hoa Department of Education and Training requires educational institutions to limit the assignment of teachers with good professional and technical skills to take on concurrent tasks in order to focus on teaching final year exam preparation for students.
Educational institutions shall proactively utilize existing human resources, facilities and funding to develop plans to organize extra teaching and learning in schools; allocate funding for extra teaching and learning in schools from the funding allocated to units in 2025; develop internal spending regulations, including regulations on spending levels for organizing extra teaching and learning.
In case it is not possible to arrange funding to encourage and motivate teachers to teach additional knowledge, to meet the wishes of students (especially students with unsatisfactory learning results), then guide students to study documents, provide sources of documents and exam questions for students to self-study.
Thanh Hoa Department of Education and Training also requested relevant agencies and units to promptly commend, reward and replicate the model for teachers and educational institutions that teach and review for students without collecting money from them.
