Meanwhile, Point b, Clause 1, Article 11 of the Primary School Charter, issued by the Ministry of Education and Training with Circular 28/2020/TT-BGDDT, clearly stipulates the standards for a primary school principal.
That is: Must meet the standards prescribed in the standards for principals of general education institutions, and ensure the requirements: Must meet the standard training level of teachers as prescribed by the Law on Education for primary school level; have taught for at least 5 years (or 4 years for mountainous areas, islands, remote areas, ethnic minority areas, areas with especially difficult socio-economic conditions) at primary level.

On the morning of September 14, speaking with Dan Tri reporter, Ms. Tran Tieu Quynh - Principal of Le Van Tam Primary School - confirmed that she has never been a primary school teacher.
During her career, Ms. Tran Tieu Quynh was a secondary school literature teacher, taught at Nguyen Thi Thap Secondary School, and then became Vice Principal of Huynh Tan Phat Secondary School.
After that, Ms. Quynh moved to the Department of Education and Training of District 7 as a specialist, then held the position of Deputy Head of the Department in charge of secondary school expertise, examinations and assessment of the district.
On February 1, 2024, Ms. Tran Tieu Quynh received a transfer decision and was appointed as Principal of Le Van Tam Primary School.
Responding at a press conference to inform about socio-economic issues in Ho Chi Minh City on September 13, the leader of the Department of Internal Affairs of District 7 said that the teacher appointed to the above position meets the necessary requirements for the position of principal.
"The Standing Committee of the District Party Committee has reviewed the capacity of the teachers on the planned list, and from there realized that the appointment of the Principal of Le Van Tam Primary School is a pilot project in rotating cadres at many levels of education," said a representative of the Department of Internal Affairs of District 7.
According to this person, after more than 6 months of piloting, according to the assessment of the education sector, with the leadership and management of the new principal, the teaching results of Le Van Tam Primary School in the past year achieved many encouraging achievements such as: First prize in the "Excellent Homeroom Teacher Competition at the district level"; being the unit with the largest number of teachers participating in the competition...
In the 2023-2024 school year, the school also implemented many new, advanced, and modern models, with many students participating and winning high prizes in domestic and international competitions.
According to the Department of Internal Affairs, Ms. Quynh has deep knowledge of expertise and state management work, and needs to be trained to become a future education and training management officer of District 7.
"In terms of capacity, qualities, and ethics, the Standing Committee of the District Party Committee and the Standing Committee of the District Party Committee highly agree on the pilot assignment of comrade Tran Tieu Quynh, Deputy Head of the District Department of Education and Training, to Le Van Tam Primary School, along with two Vice Principals (in charge of professional matters) to continue building and developing an advanced, internationally integrated school," informed the District 7 Department of Internal Affairs.

In particular, Ms. Tran Tieu Quynh is a civil servant with many years of experience in teaching and state management of education and training. She is a young, promising female cadre, who was once the Vice Principal in charge of professional matters and Deputy Head of the Department of Education and Training.
