The Ministry of Transport will rearrange 13 inspection facilities under the Department of Registration.

The Ministry of Transport has just submitted to the Prime Minister a proposal to issue a decision on the list of public service units under the Ministry of Transport.

Accordingly, the Ministry of Transport said it has transferred 2/15 inspection centers to enterprises for management. Currently, the Ministry of Transport has 13 inspection centers under the Vietnam Register, which are self-sufficient units in regular and investment expenses.

Based on the review results of the Ministry of Transport, the Ministry of Planning and Investment has sent a document reporting to the Prime Minister to continue maintaining these 13 centers under the model of public service units.

Currently, the Ministry of Transport has directed the Department of Registration to evaluate the performance of functions and tasks of the centers in the past time, clearly stating the difficulties and obstacles, thereby proposing and recommending solutions, especially the rearrangement of the organization and human resources.

The purpose is to separate the state management function (performed by the advisory departments) from the provision of public services in the field of vehicle inspection.

The Ministry of Transport also said that in the coming time, it will study and rearrange the inspection centers accordingly.

Regarding the Institute of Transport Science and Technology, according to the Ministry of Transport, this is an organization that performs the function of scientific research and technology development to serve the Ministry's state management in the field of infrastructure construction.

In addition, the Institute also proposed and advised the Ministry to solve hot issues, difficult technical problems, and incidents of transport works such as the incidents of Ghenh bridge, An Thai bridge, Dong Nai bridge, Binh Khanh - Phuoc Khanh bridge, Vam Cong bridge, incident of bridge pier of Ben Luc - Long Thanh project...

“Currently, the Ministry of Transport only has one Institute that performs the function of scientific research and technology development to serve the Ministry’s state management. Therefore, it is necessary to maintain this organization with its position and role as a public service unit under the Ministry of Transport…”, the Ministry of Transport proposed.

Regarding the block of schools and academies, the Ministry of Transport has agreed to continue maintaining the four universities and academies under the ministry as they are now.

With 12 colleges, the Ministry of Transport would like to maintain the current number to ensure meeting the human resource training needs of the industry. After 2025, the Ministry of Transport will study and rearrange the colleges under the ministry to ensure compliance with the reality of the transport industry and the planning of the network of vocational training facilities.
