To strengthen education management and improve the quality of general education, the Ministry of Education and Training requests that the People's Committees of provinces and centrally-run cities (hereinafter referred to as provincial-level People's Committees) continue to implement a number of key contents.

Specifically, direct the implementation of communication work, organize conferences to disseminate, guide, and unify the organization and implementation of regulations. Issue regulations and instructions on extra teaching, extra learning, and primary school enrollment to ensure compliance with local realities and current regulations.

Provincial People's Committees need to strengthen inspection and examination of implementation to promptly detect, correct and have appropriate solutions in difficult areas.

In addition, the Ministry of Education and Training requires continuing to review, arrange, and develop the network of general education facilities to ensure enough schools and classrooms, especially in big cities, industrial parks, densely populated areas, and mountainous areas.

Implement recruitment correctly and sufficiently to meet the assigned teacher quota.

The Ministry of Education and Training also requires strengthening the work of reviewing, mobilizing, and rotating teachers to ensure teacher quality between schools; recruiting the correct and sufficient number of assigned teacher quotas, having solutions for places lacking teachers, ensuring the principle of "where there are students, there must be teachers in the classroom".

Implement preferential policies to attract teachers to work and stay long-term in the locality; Continue to improve facilities and teaching equipment according to the 2018 General Education Program in facilities suitable to local conditions.

The Ministry of Education and Training requires that the setting of test questions, regular and periodic assessments, admission of students at the beginning of primary and secondary school levels, and entrance exams for grade 10 of high school must be consistent with the 2018 General Education Program, and not put pressure on students to study extra.

Absolutely do not relax the organization of review and training for students with unsatisfactory learning results; organize for final year students to strengthen review for entrance exams and graduation exams according to the school's education plan, identifying this as the responsibility of schools to help students meet the requirements according to the program's regulations.

According to the actual conditions of the locality, the Provincial People's Committee directs appropriate financial support for educational institutions to organize review and training for students, contributing to improving the quality of education, especially for students who still have difficulties in studying, final year students, disadvantaged groups, students from difficult family circumstances, students from ethnic minority and mountainous areas, and areas with especially difficult socio-economic conditions.

The Ministry of Education and Training requests that the People's Committees of provinces and centrally-run cities pay attention to and strengthen the direction of the implementation of the above contents; promptly report to the Ministry any problems and difficulties in the implementation process.
