In order to carry out the task of adjusting the Power Plan VIII assigned by the Prime Minister, the Ministry of Industry and Trade has urgently implemented related procedures such as: developing and approving the budget outline; organizing the selection of a consulting unit, developing the project; posting on the Government's electronic information portal, the Ministry of Industry and Trade and sending documents to relevant ministries, branches, agencies and localities to consult on the project.

On February 11, 2025, the Prime Minister issued Decision No. 261/QD-TTg on the establishment of the Council for Appraisal of the Adjustment of the VIII Power Plan. Accordingly, Deputy Prime Minister Bui Thanh Son is the Chairman of the Council, and Minister of Industry and Trade Nguyen Hong Dien is the Vice Chairman of the Appraisal Council.

The appraisal council includes representatives of ministries and branches such as: Ministry of Science and Technology; Ministry of National Defense; Ministry of Public Security; Ministry of Finance; Ministry of Planning and Investment..., and many large corporations in the energy sector such as: Vietnam Electricity Group (EVN), National Energy Industry Group (PVN), Vietnam National Coal - Mineral Industries Group (TKV), National Power Transmission Corporation and regional power corporations.

The reviewers include: Mr. Ngo Tuan Kiet, senior researcher, former Director of the Institute of Energy Science - Vietnam Academy of Science and Technology; Director of the Institute of Energy Technology - Vietnam Union of Science and Technology Associations; Mr. Nguyen Anh Tuan, former Deputy Director of the Institute of Energy, Vice President and General Secretary, Vietnam Energy Association, Reviewer; Mr. Nguyen Thai Son, former Chief of Office of the National Steering Committee for Electricity Development, Chairman of the Scientific Council of Vietnam Energy Magazine.

To ensure the urgent progress according to the Prime Minister's direction on submitting and approving the project to adjust the VIII Power Plan before February 28, 2025; at the same time, ensuring compliance with the processes and procedures of the law on planning and electricity such as the Law on Planning, the Law on Electricity, Decree No. 37/2019/ND-CP... consulting the opinions of the members of the Appraisal Council, relevant ministries, branches and agencies is very important.

Implementing the direction of the Government leaders and the requirements of the task, today the Ministry of Industry and Trade organized a conference to consult with members of the Appraisal Council, relevant ministries, branches and agencies to complete the project before reporting to the Chairman of the Appraisal Council to organize an official meeting according to regulations.

Speaking at the opening of the Conference, Minister Nguyen Hong Dien said that in the recent past, the leaders of the Party, the National Assembly, and the Government have determined that Vietnam's target for 2025 is to achieve economic growth of at least 8%, striving for double digits in the following years. To achieve the economic growth target, the growth target for energy, especially electricity, needs to reach a coefficient of 1.4 - 1.5% to meet the requirements. On the other hand, according to Vietnam's commitment at COP26 to achieve carbon neutrality by 2050, it is necessary to increase the scale of electricity very rapidly and change the structure very strongly. Specifically, by 2030, the total capacity needs to be 2.5 - 3 times higher than the current capacity and by 2050, it must reach a scale of 5 - 7 times higher; Minimize fossil power sources and maximize renewable energy sources (such as wind power, solar power), develop new, clean energy sources (such as gas power, nuclear power). For the reasons stated above, the development of the adjusted Power Plan VIII is extremely necessary. According to the Planning Law, it needs to be adjusted every 5 years and 2025 is the year of the adjustment cycle according to regulations, and it also needs to be adjusted to meet the country's economic growth needs until 2030 and the vision to 2050.

The Government has directed to maximize the potential of renewable energy (including wind power, solar power, concentrated solar power, rooftop solar power, onshore wind power, offshore wind power), reasonably develop baseload power sources, especially new energy sources, clean energy..., at the same time, it is necessary to achieve the goal of balancing between regions, balancing between sources and transmission to aim at 3 basic goals, including: (1) Closely following the load demand of the country and the region; (2) Meeting the direct power purchase agreements DPPA and (3) Meeting the demand for clean electricity export.

The Minister emphasized that in the past year, the Central Government and the National Assembly have directed the adjustment of the VIII Power Plan, along with that, the Ministry of Industry and Trade has also completed the Electricity Law (amended). It can be said that the revised Electricity Law has achieved its goals spectacularly, although it has not met many expectations, but at least it has contributed to solving difficulties and problems in the process of developing new energy sources, meeting practical needs. In addition, the Government is also urgently completing Decrees and detailed regulations to implement the Electricity Law (amended). The Ministry of Industry and Trade, together with relevant ministries and branches, is also urgently completing Circulars to guide units, expected to be announced in the next few days. Thus, the implementation of the Electricity Law (amended), along with the adjustment of the VIII Power Plan, will contribute to ensuring national energy security and realizing Vietnam's carbon neutrality goal.

At the Conference, the reviewers, who are experts with many years of experience in the energy sector, gave many analytical opinions, forecasts, specific calculations and valuable, practical contributions to develop a project to adjust the VIII Power Plan to ensure national energy security; provide sufficient and timely electricity for socio-economic development; and comply with legal regulations.

Concluding the Conference, on behalf of the drafting agency and the Standing Council of the Appraisal Council, Minister Nguyen Hong Dien thanked the presence of the members of the Appraisal Council, especially their comments and suggestions to advise and help the drafting agency complete the dossier and draft documents to serve the official appraisal work of the Council.

The Minister requested that members thoroughly understand the Government's objectives and requirements, fully comply with the powers and responsibilities of the Council and members of the Appraisal Council, and compare with the Planning Document (adjusted) to detect and request adjustments and supplements (if any) to the draft Planning.

“We request that the consulting units and the standing agency directly collect comments to complete the draft to be submitted to the official Council in the coming time. Other comments from the members continue to be sent to the consulting units and the standing agency before February 15 to have conditions to receive and complete the draft” - Minister Nguyen Hong Dien requested.

Through discussion of the representatives of the review units, the Minister requested the consulting unit to accept the following contents:

Firstly, regarding growth forecasts, it is necessary to set out three scenarios: the base scenario, the high scenario, and the extreme scenario. The base scenario needs to be adjusted to be 45-50% higher than the Power Plan VIII; the high scenario is 60-65% higher; and the extreme scenario is 70-75%. The consulting unit needs to recalculate, allocate the structure, and change the thinking of power development and economic development by region and nationwide.

Second, in terms of resources, it is necessary to maximize the potential of renewable energy; hydropower, pumped storage hydropower (paying attention to not affecting environmental issues); biomass power (including waste, biomass power); in particular, pay attention to developing new energy such as domestic natural gas power, liquefied gas and nuclear power. It is necessary to develop centralized nuclear power, small-scale nuclear power nationwide, focusing on developing power sources through storage batteries.

Third, regarding transmission, the Minister requested that the adjusted Power Plan VIII should mention the application of smart grids; transmission to the regions should consider underground cables (including underground onshore and undersea); and from the above-ground section or transformer station, it is possible to use intra-regional transmission systems and smart grids to relieve the capacity of these facilities.

However, the Minister suggested that the general spirit is to limit inter-regional transmission to the maximum extent; it is necessary to change the thinking of electricity development and economic development by region to solve the problem.

Regarding solutions, the Minister also agreed that it is necessary to move towards a competitive electricity market at all three levels: competitive electricity generation, competitive electricity wholesale and competitive electricity retail; have electricity prices in two components (including both purchase price and sale price); determine hourly price frames, price frames for electricity types (for electricity types that do not have a practical basis, boldly propose to build a price frame to attract investment and will adjust according to arising practices).

Urgently issue regulations to separate transmission prices from electricity production costs in a market-oriented manner, calculate correctly, fully, and cost-effectively the transmission prices to mobilize socialization in the transmission sector, including inter-regional transmission, intra-regional transmission, and direct electricity trading. In particular, it is necessary to have specific mechanisms for each type of electricity, especially baseload power sources and new energy sources. In addition, it is necessary to supplement the system of solutions on the mechanism for selecting contractors by appointment, the mechanism for mobilizing capital sources, especially domestic capital and capital from the people, to be able to implement.

“We request that the consulting unit, the presiding unit, and the standing agency urgently collect all opinions from the members of the Appraisal Council as well as the opinions of the reviewers before February 15 to edit and complete the official document, and send it to the members within about 3 days. It is expected that on December 18, we will hold the second official National Appraisal Council meeting to discuss and vote for approval. Based on that result, the consulting unit and the presiding agency will continue to complete it to submit to the Government around February 20-22 for the Government members to discuss and give their opinions,” the Minister emphasized.

The Project to Adjust the Power Plan VIII consists of 12 Chapters. The Project to Adjust the Power Plan VIII has studied and calculated a number of different scenarios and options to ensure objectivity, scientificity, and strict compliance with the order and procedures in the planning, appraisal and approval. The Project has complied with the documents of the Party and the State on the strategic orientation of socio-economic development, energy development strategy, national master plan, closely following and fully absorbing the directions of the Government Standing Committee, Government leaders, comments and suggestions of ministries, branches, localities, organizations and associations at home and abroad.
