The Ministry of Industry and Trade has just issued Directive 07/CT-BCT on strengthening leadership, direction, and effective implementation of anti-corruption work and asset and income declaration in 2024 and the following years.
Since implementing the declaration of assets and income according to Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government on controlling assets and income of people holding positions and powers in agencies, organizations and units; in general, leaders and Party committees of affiliated units have always paid attention to leading, directing and seriously organizing the declaration and verification of assets and income.
Awareness of party members, civil servants and workers about the position, meaning and importance of asset and income declaration and control of asset and income declaration has been raised, at the same time identifying asset and income control as an important measure in preventing, detecting and handling corruption.
However, through the implementation of inspection and verification according to the Plan of the Ministry of Industry and Trade in 2022 - 2023, it shows that some subjects subject to declaration are still confused, finding it difficult to determine the type of assets to declare, the determination of value is still understood differently, so when expressed in the asset declaration, there is a lack of consistency, unclear understanding in the income declaration,... The implementation of asset and income declaration of agencies and units is still lacking and limited.
Directive to effectively implement anti-corruption work and asset and income declaration in 2024 and following years
Pursuant to Resolution No. 154-NQ/BCSĐ dated April 19, 2024 of the Party Committee of the Ministry of Industry and Trade, to strengthen leadership, direction, and effectively implement anti-corruption work and asset and income declaration in 2024 and the following years, the Minister of Industry and Trade requests that units under and directly under the Ministry seriously implement the following contents:
Firstly, continue to thoroughly grasp and effectively implement the dissemination of the provisions of the 2018 Law on Anti-Corruption, Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government on controlling assets and income of people holding positions and powers in agencies, organizations and units; Decision No. 56-QD/TW dated February 8, 2022 of the Politburo on promulgating the Regulation on coordination between agencies controlling assets and income; Instruction No. 03-HD/UBKTTW dated November 3, 2022 of the Central Inspection Commission on Guiding the implementation of a number of articles of the Regulation on coordination between agencies controlling assets and income.
Second, the agencies and units under the Ministry continue to focus on leading, directing and organizing the effective implementation of the declaration and control of assets and income declaration at the unit; well perform the role and responsibility of the head in the implementation process and the responsibility to set an example in the declaration of assets and income.
Third, strengthen guidance and communication so that civil servants and public employees can fully and honestly declare information in accordance with regulations; ensure timely and accurate declarations; and fully disclose information.
Fourth, strengthen leadership and direction of inspection and supervision of the implementation of Party and State regulations on declaration and control of asset and income declaration; include inspection and supervision of asset declaration in the inspection and supervision program of agencies and units. Promote the supervisory role of socio-political organizations and the people, creating a combined strength in the work of preventing and combating corruption, waste, declaring and controlling asset declaration.
Fifth, properly implement the procedures for verification and professional guidance of the Government Inspectorate, improve the effectiveness of the work of checking and verifying assets and income. In case of a complaint that a subject required to declare assets and income has made a dishonest declaration, when there is reason to believe that the explanation of the origin of the increased assets is unreasonable; when there is a request for verification from a competent agency, organization or individual, report to the competent person and carry out the verification in accordance with the provisions of law.
Sixth, strictly handle organizations and individuals who violate regulations on late declaration, failure to declare, or dishonest declaration...
Seventh, assign the Ministry Inspectorate to preside over and coordinate with the Department of Organization and Personnel and the General Department of Market Management to continue to strengthen guidance on the declaration and verification of assets and income. The Ministry Inspectorate is the focal point of the Ministry of Industry and Trade in proactively and actively implementing asset and income control, issuing instructions on annual asset and income declaration; coordinating with the Government Inspectorate and relevant agencies in implementing the asset and income verification process; building a national database on asset and income control according to Government regulations.
