* Mr. Chairman of the Provincial People's Committee, currently, alongside the fight against corruption and negative practices, the Party and the State are focusing on intensifying the fight against wastefulness. Could you please tell us how Quang Nam province has been, is, and will continue to implement this task?

The Party Committee and government of Quang Nam province have identified the fight against corruption, negative practices, and waste as one of the key solutions to achieve the highest possible results in fulfilling the goals of the 13th National Party Congress Resolution and the 22nd Provincial Party Congress Resolution for the 2020-2025 term. In this task, the continuous and ongoing focus is on educating and training revolutionary ethics and public service ethics; building a culture of integrity; and encouraging cadres and Party members to strengthen the practice of saving, valuing working time, money, state assets, and the people's efforts. A strong transformation in this work is being created according to the motto "the fight against corruption, waste, and negative practices must start from the grassroots, from the Party branches."
The Provincial People's Committee has requested all sectors, localities, and units to review and definitively resolve long-standing obstacles related to key provincial projects, low-efficiency projects, and projects causing significant losses and waste. The entire province is strengthening the practice of saving and combating waste in the use of state budget funds; thoroughly cutting recurrent expenditures and non-urgent spending tasks to allocate funds for development investment, especially for important and essential socio -economic infrastructure projects. This has been implemented very effectively in the past, and in the future, the province will continue to promote innovation in the management of recurrent expenditures, strengthening bidding, contracting, and budget allocation, encouraging decentralization and delegation of authority, and granting autonomy to units using state budget funds.

Combating corruption, waste, and negative practices is a central task for the entire political system; the people must also participate. Most importantly, and decisively, it must be under the leadership of the Party. The fight against corruption, waste, and negative practices must begin at the Party branch level. Every Party member must be conscious of the importance of combating corruption and waste. If this begins with individual Party members, their contribution to this process will be very successful.
Leaders of Party committees and governments at all levels need to be decisive in directing the implementation of this task. But first and foremost, the leaders must set an example and be truly decisive in the implementation to achieve good results.

* A matter of great concern currently is the risk of wasting physical resources after the reorganization of localities, units, and administrative structures. Could you please tell us about the province's approach to addressing this issue?
CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:
We have been and are currently reorganizing administrative units and structures. Reforming the organizational and management system and improving operational efficiency to streamline operations, overcome overlaps and redundancies, and avoid duplication of functions and tasks among public service units... is also a way to practice frugality by significantly reducing the budget for the state apparatus.
Combating waste of infrastructure after reorganization is an extremely urgent and necessary task. Before the National Assembly Standing Committee issued Resolution No. 1241 dated October 24, 2024, on the reorganization of district and commune-level administrative units in Quang Nam province for the 2023-2025 period, the province had already implemented the reorganization of district and commune-level administrative units and developed a plan to address the issue of infrastructure after the reorganization. This ensured the minimization of infrastructure waste. This plan continues to be applied in the implementation of Resolution No. 1241.
Along with the restructuring of localities, Quang Nam province has been reorganizing its departments, agencies, and units. The Provincial People's Committee will develop a detailed plan for the rational arrangement, use, and organization of facilities; those no longer needed will be promptly liquidated to prevent waste. Some facilities belonging to previously merged agencies and offices remain unused. The Provincial People's Committee has directed departments and agencies, especially district-level administrative units, to review and report to the Provincial People's Committee in detail on buildings, houses, and offices that are not being utilized effectively. Accordingly, the Provincial People's Committee will take specific measures to address this issue and prevent waste.

Save on many expenses to allocate resources for development.
In 2024, Quang Nam province saved 10% of its recurrent expenditures to fund salary reforms for budget-funded units under the provincial budget and district-level People's Committees, totaling over 375.1 billion VND. It also saved 5% of the estimated recurrent expenditures for budget-funded units under the provincial budget and district-level People's Committees, amounting to nearly 91 billion VND. During the budget appraisal process, items incorrectly prepared according to regulations, target groups, standards, and norms were cut, resulting in reductions of over 6.7 billion VND. Agencies and units saved over 48.4 billion VND through the implementation of expenditure contracting mechanisms and granting autonomy; and saved over 36.6 billion VND in administrative management expenses, national target programs, scientific and technological research, education and training, and healthcare.
Regarding the financial management of capital construction investment, nearly 459.4 billion VND has been saved for the state budget. This includes savings of nearly 35.9 billion VND through design and cost estimate appraisal; over 400.7 billion VND through competitive bidding and tendering; and over 22.7 billion VND through the verification and approval of final project accounts.
