In particular, at the Central level, the Politburo and the Secretariat agreed to end the activities of the ministry inspectors to rearrange and reorganize them into inspection departments, handle complaints and denunciations, prevent and combat corruption, waste and negativity according to the fields under the Government Inspectorate.
The Inspectorate of the Ministry of National Defense, the Inspectorate of the Ministry of Public Security, the Inspectorate of the State Bank, the Inspectorate of Cryptography, the Inspectorate of the Department of Radiation and Nuclear Safety, the Inspectorate of the Vietnam Maritime Administration, the Inspectorate of the Civil Aviation Authority of Vietnam, and the Inspectorate of the State Securities Commission will continue to maintain their organization and operations.
The Politburo and the Secretariat also agreed to end the activities of the inspection agencies at the Department of Judicial Support, the State Treasury, the State Reserve Department, and the Statistics Department. At the same time, no inspection agency was established at the Department of Vocational Education and Continuing Education.
The Politburo and Secretariat requested the above departments to perform specialized inspection functions according to the provisions of law.
The Politburo agreed that Vietnam Social Security and agencies assigned to perform specialized inspection functions will not organize specialized inspections but will perform specialized inspection functions and other functions as prescribed by law.

End of inspection activities of departments and districts
Similarly, at the local level, the activities of district inspectorates and department inspectorates will be terminated and reorganized into organizations under the provincial inspectorate. The provincial inspectorate party committee is a grassroots party committee directly under the provincial and municipal People's Committee party committees.
Conclusion No. 134 also clearly states that, after the arrangement, agencies that no longer organize inspections will perform inspection functions and tasks within the scope of state management.
The head is responsible for assigning subordinate units to advise on the implementation of functions and tasks of inspection, citizen reception, complaint and denunciation settlement, and prevention and combat of corruption, waste, and negativity according to the provisions of law.
The Politburo and the Secretariat requested the Government Party Committee, the Government Inspectorate Party Committee and the assigned provincial and municipal Party Committees to focus on leading and directing the implementation of the reorganization of the inspection agency system in accordance with the conclusions of the Politburo and the Secretariat.
At the same time, review and arrange the organizational structure, arrange forces, facilities, necessary conditions, and implementation roadmap in sync with the implementation of the policy of arranging administrative units, ensuring continuity, no interruptions, and no omission of tasks.
The Politburo and the Secretariat also assigned the Government Party Committee, the National Assembly Party Committee, and the Government Inspectorate Party Committee to coordinate with relevant agencies to review and perfect relevant laws and regulations to ensure that the function of sanctioning administrative violations is prescribed and implemented effectively and efficiently.
Previously, in the draft Law on Inspection, the Government Inspectorate also proposed to organize the inspection system into two levels: Central and local, not to organize district inspection, department inspection, ministry inspection, general department or department inspection, except for some specific ministries and departments.
According to current regulations, inspection agencies at administrative levels include: Government Inspectorate, provincial inspectorate, district inspectorate and inspection agencies at special administrative-economic units.
Inspection agencies by sector or field include: ministerial inspectors, general department or department inspectors under ministries and equivalent, and department inspectors.
There are also inspection agencies in government agencies; inspection agencies in the military, police, State Bank of Vietnam, government cryptographic agencies, and agencies assigned to perform specialized inspection functions.
