“The Project Management Board must disburse all capital sources, especially key projects. Now, no more promises, just talk and do.” This was the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi at the meeting to listen to the Project Management Board report on the implementation of tasks in 2025 on the morning of February 20.

The Chairman of the Provincial People's Committee emphasized that the issue in 2025 is whether to do or not to do, whether to do or not to do must be clearly decided. If the disbursement results are good, everything will be good. To do it, the Project Management Board must be determined, resolute, united, and internally unified. The unit coordinates with departments, branches and promptly reports the disbursement situation to superiors.

Regarding the difficulties in site clearance, the Chairman of the Provincial People's Committee is willing to accompany localities to dialogue and call for support from the people. The Chairman of the Provincial People's Committee is even willing to go directly to each house to encourage people to support the policy of implementing the province's works and projects.

According to the report of the Project Management Board at the meeting, in 2025, the unit has 4 new projects and 17 transitional projects. Of these 17 projects, 14 projects must be completed in 2025. However, currently, many projects, especially key projects, occupying large capital sources, are facing difficulties in site clearance.

According to the plan, the Dao Nghia - Quang Khe road project (phase 2) must complete 25.7 km by 2025. However, there are still 20/45 km of unfinished land. This has led to the delay of 3 packages 16, 17, 18 of the project.

The Gia Nghia City Central Square project is also currently stuck with site clearance in 3 areas, with a total of 62 households. Specifically, the 1.14-hectare area in Nghia Duc ward is stuck with the site clearance of 22 households; the 4.15-hectare area adjacent to the Provincial Party Committee headquarters is stuck with 40 households. If the site clearance is not completed, the parking lot and campus items of the project will not be implemented. In addition, the 2.51-hectare area in Nghia Thanh ward has not been cleared yet.

According to the Project Management Board, the main reason for the slow disbursement rate of projects is the slow coordination between localities and investors. Many officials are afraid of responsibility and have not consulted with competent authorities to consider and resolve problems. Some leaders and officials of the Project Management Board are not thorough and determined in their work.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that there is no way back in 2025. Meanwhile, the total capital that the Project Management Board must complete is nearly 2,000 billion VND. The task is very heavy, the Project Management Board must change its working and management methods to improve its responsibility.

“Each officer and employee of the Board must be responsible for the work they are doing. Avoid working without concentration and shirking responsibility. Anyone who fails to complete their tasks must change their position and job,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.

The Project Management Board plans closely with the contractors. Any contractor that is slow, the unit will have a plan to handle immediately. Any contractor with good capacity and progress must be encouraged, forced to work overtime, and increase shifts. In the following week, the Board will arrange the work, invite all contractors to work with the Chairman of the Provincial People's Committee to encourage and urge them to speed up the progress.

The Chairman of the Provincial People's Committee emphasized that time is one thing, but the quality of the project is important. The Project Management Board closely coordinates with relevant departments and branches to proactively participate, work closely and consider this a common responsibility. For key projects, monthly progress reports must be submitted to the Chairman of the Provincial People's Committee.

Internally, the Project Management Board must innovate, develop, and complete its tasks well. Departments must be united, unanimous, and transparent. Maximize their capacity, and complete outstanding tasks.

In 2025, the State budget investment capital allocated to Dak Nong Provincial Project Management Board is 1,827 billion VND. As of February 18, the unit has disbursed 53.7 billion VND, reaching 2.9% of the plan.
