Currently, most of the rice area in the province is in the period of growth, tillering and flowering. To ensure enough water for the growth and development of rice plants and proactively deal with rice pests and diseases, the Department of Agriculture and Rural Development has issued an official dispatch requesting the People's Committees of districts, towns, cities and units managing and exploiting concentrated irrigation works to implement a number of solutions.
For the People's Committees of districts, towns and cities, strengthen field inspections, promptly detect areas with local water shortages to provide water to avoid artificial drought, inspect and detect rice areas affected by diseases, proactively coordinate in pumping and leading water to serve the work of preventing and controlling harmful diseases on rice.
At the same time, localities closely coordinate with companies to strictly implement the proposed irrigation plans and schedules. Arrange officers, workers and laborers of units managing and exploiting small irrigation works to be on duty at the works to be ready to proactively provide enough irrigation water for production before, during and after the April 30 and May 1 holidays.
For companies managing and exploiting irrigation works, focus on directing irrigation water supply to serve drought prevention during the rice tillering, panicle initiation and flowering period and prevent harmful diseases on rice.
Companies coordinate with the People's Committees of districts, communes and water-using organizations to widely publicize irrigation schedules, closely coordinate in water management, and reasonably and conveniently distribute irrigation water for disease prevention and control, preventing water shortages to serve the prevention of diseases that harm rice. At the same time, assign specific tasks to each technical staff in charge of irrigation areas.
Along with that, companies need to strictly control the salinity in tidal and saltwater intrusion areas before taking water. Close and open sluices appropriately to retain fresh water, prevent saltwater intrusion, and minimize saltwater intrusion. Take advantage of storing water in ponds, canals, and inland rivers when the water supply can still be exploited.
In addition, companies must assign staff to work on the holidays of April 30 and May 1 at key construction sites to ensure a minimum number of staff on duty at the construction sites.
For the Irrigation Investment and Construction Management Board 3, closely coordinate with VCP Construction and Energy Joint Stock Company, North Central Power Development Investment Joint Stock Company based on the current reservoir water level to adjust the operating flow of Cua Dat reservoir water discharge according to the provisions of Article 15, Inter-reservoir operation process on the Ma River basin to ensure compliance with actual irrigation needs and savings.
The Board needs to have a plan to work with Hua Na Hydropower Joint Stock Company to discharge water according to the process, increase water discharge downstream when necessary. Along with that, deploy the plan to use the dead capacity of Cua Dat reservoir for approval according to regulations to fight drought at the end of the Spring crop and the beginning of the Summer crop; in which, specify the operation plan through the Cua Dat Hydropower irrigation gate and Doc Cay Tunnel irrigation gate.
The Board coordinates with Song Chu One Member Co., Ltd. and Nam Song Ma Irrigation One Member Co., Ltd. to have a plan for irrigation water supply suitable to actual needs and irrigation schedules.
