Hanoi City's proposal that motorbike taxi drivers must obtain a license has made many people wonder whether this regulation is necessary, or will it cause difficulties for individuals and businesses?

The Hanoi People's Committee is collecting public opinions to complete the draft Decision on the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation in the area.
According to the draft, drivers of the above vehicles to transport passengers (motorbike taxis) or goods must register with the People's Committee of the ward, commune, or town to confirm the stamp on the transport activity card. The transport activity card is printed by the organization or individual according to the form.
Hanoi City proposes that people who transport passengers or goods by motorbike, scooter, or rudimentary vehicle will have to register with the ward or commune to be issued an operating card (illustrative photo).
The draft stipulates that motorbike taxi drivers or freight transporters must carry the following documents when operating: Vehicle registration certificate; Driver's license; Valid citizen identification card; Transport operation card in accordance with regulations.
For the People's Committees of communes and wards, in addition to stamping the confirmation of operation cards and making a list of transport units and vehicle drivers, this agency is also assigned to arrange pick-up and drop-off locations for motorbike taxis and loading and unloading of goods for motorbikes and rudimentary vehicles participating in business.
The Hanoi People's Committee encourages individuals involved in passenger and cargo transportation by motorbike, scooter, and rudimentary vehicle to participate and establish organizations (cooperatives, professional associations) to help and support each other during their operations.
The regulation is expected to be considered for promulgation in 2024 and take effect immediately upon signing.

Previously, at the end of 2019, the Hanoi Department of Transport also proposed that people transporting passengers and goods by rudimentary vehicles, motorbikes, two-wheeled motorbikes and similar vehicles in the city must wear a badge (transportation activity card) issued by a competent authority on the left chest.
These people must register with the People's Committee of the ward, commune, or town to be granted an activity badge (transportation activity card)... If they are not working for 30 days or more, the transporter must return the card to the management unit and if lost, there must be an official dispatch reporting the loss with confirmation from the police at the commune, ward, or town level and reporting to the management unit for instructions on reissuance.
According to the Hanoi Department of Transport, the above regulations (expected to be applied from January 1, 2021) will help create a civilized and modern lifestyle and travel habits for the capital's people, improve the service quality of all types of transport by rudimentary vehicles and motorbikes in a safe direction, reduce accidents and environmental pollution.
However, the regulation was not implemented afterwards.
Fear of causing trouble
As a motorbike taxi driver for more than 10 years in Gia Lam district (Hanoi), Mr. Nguyen Van Tuan wondered: "I usually live in Tu Son, Bac Ninh but often work as a motorbike taxi driver in Gia Lam district. If the regulations as in the draft are applied, where do we have to register?"
Mr. Nguyen Van Loc (in Cau Giay, Hanoi) said that issuing this card is unnecessary, because for technology car drivers, the driver's information is already displayed on the application.
"Now they require an additional tag to wear on the body, and they also have to go to their place of residence to get verification. Are these additional procedures necessary?", Mr. Loc wondered.

"The profession of driving a motorbike taxi or transporting goods is the same as that of a normal traffic participant. Thus, the requirement to issue an additional motorbike taxi license is not within the provisions of the law.
My personal opinion is that motorbike taxi drivers do not need to make additional cards and register as stipulated in the draft," Mr. Binh analyzed, and expressed concern that if the card issuance procedure is time-consuming and troublesome, it can easily lead to negative consequences.
