Recently, there have been many cases where schools and parent-teacher associations have not properly implemented regulations on collecting and spending contributions, leading to dissatisfaction from parents and students.

9 fees that are not allowed to be collected from students

Clause 4, Article 10, Circular 55/2011 of the Ministry of Education and Training stipulates that the fundraising activities of the parent-teacher association must comply with strict regulations on amounts of money that are not allowed to be collected from students or parents. Specifically, the amounts of money that schools and parent-teacher associations are not allowed to collect include:

  • The parent-teacher association is not allowed to collect money from students or parents in any form without ensuring voluntary participation. This is to protect the rights of students and their families, and to ensure transparency and fairness in the financial activities of the association.
  • Facility protection and security fees.
  • Rental or maintenance payments for student vehicles.
  • Cleaning of classrooms, schools or other tasks related to maintaining the cleanliness of educational facilities.
  • Bonuses for school administrators, teachers, or staff.
  • Amounts spent on purchasing equipment, machinery or teaching aids for schools or for administrators, teachers and staff.
  • Money to support management or organization of teaching and educational activities.
  • Repair, upgrade, and construct new school facilities.

In addition, Circular 29/2024, which has just been implemented by the Ministry of Education and Training since February 14, stipulates that schools are not allowed to collect extra tuition fees from students as before and the funding for organizing extra classes will be taken from the budget.

Thus, Circular 55/2011 and Circular 29/2024 clearly stipulate 9 amounts of money that schools are not allowed to collect from students. These regulations are made to ensure that contributions are used for the right purposes and do not increase the financial burden on parents and students.

How will schools that collect incorrect fees be punished?

Collecting illegal fees from students and parents not only violates legal regulations but also leads to many serious consequences for related parties. Therefore, schools that collect illegal fees will face disciplinary measures as prescribed by higher education management agencies.

These measures include warnings, reprimands or other forms of discipline depending on the severity of the violation. This action not only affects the prestige and reputation of the school but can also lead to a decrease in the trust of the community and parents.

At the same time, the school is responsible for refunding the entire amount of money collected incorrectly to parents and students. In addition, the school may pay additional fees related to adjusting and handling this error.

Therefore, schools need to ensure that revenues and expenditures are in accordance with regulations, avoid unwanted situations and ensure fairness in the education system.
