According to the latest information from the Department of Population (Ministry of Health), some provinces have provided one-time financial support for women who give birth to two children before the age of 35, in areas with low birth rates.
Previously, the Prime Minister issued Decision No. 588/QD-TTg, dated April 28, 2020, approving the Program on Adjusting Fertility Rates to Suit Regions and Subjects by 2030 (hereinafter referred to as Decision No. 588/QD-TTg), proposing solutions to firmly maintain replacement fertility rates nationwide, striving to increase fertility rates in localities with low fertility rates, and reduce fertility rates in areas with high fertility rates.
According to the Ministry of Health, mothers should give birth to 2 children before the age of 35.
According to Decision No. 588/QD-TTg, for localities that have reached the replacement level and have low birth rates, it is necessary to review and abolish policies that encourage having fewer children. Gradually issue and implement policies that encourage having two children.
For these localities, Decision 558/TTg requested the abolition of regulations of organizations, agencies, units, and communities related to the birth reduction target and criteria for reducing the birth of the third child or more.
Amend and supplement support policies and encourage couples to have two children based on analysis and assessment of the impact of policies on labor, employment, housing, social welfare, education; healthcare, etc. on having few children; develop and implement appropriate intervention models.

Local authorities should study and issue measures to support couples who have two children. Some support and encouragement measures should be piloted, such as counseling, providing marriage and family services; and building an environment and community suitable for families with young children.
In addition, pilot and expand worker-friendly services such as child pick-up and drop-off, babysitting, breast milk banks, family doctors, etc. Plan and build childcare centers, kindergartens, especially in economic zones, industrial parks, and urban areas.

More specifically, in implementing Decision 558/TTg, the Ministry of Health also provided implementation instructions (in Circular 01/2021/TT-BYT, dated January 25, 2021) on rewarding groups and individuals who give birth to two children in areas with low birth rates.
Accordingly, in provinces with low birth rates, communes that have achieved and exceeded the rate of 60% of couples of childbearing age giving birth to two children for three consecutive years will be proposed to the District People's Committee for commendation with support in cash or kind.
For communes that have continuously achieved and exceeded the rate of 60% of couples of childbearing age giving birth to 2 children for 5 years, the provincial People's Committee has proposed to commend them with support in cash or kind.
For individual rewards, based on practice, localities select and decide to reward and support women who give birth to two children before the age of 35.
According to Decision No. 588/QD-TTg of the Prime Minister, the low birth rate region currently includes 21 provinces and cities: Ho Chi Minh City, Dong Thap, Hau Giang, Ba Ria - Vung Tau, Binh Duong, Khanh Hoa, Long An, Bac Lieu, Tay Ninh, Soc Trang, Ca Mau, Dong Nai, Binh Thuan, Tien Giang, Can Tho, Vinh Long, An Giang, Ben Tre, Da Nang, Quang Ngai and Kien Giang.
