Quang Tri: Request to speed up the progress of the coal conveyor project from Laos to Vietnam

The People's Committee of Quang Tri province has just held a Steering Committee meeting to implement the project of building a conveyor belt to transport coal from Laos through La Lay international border gate to My Thuy seaport to speed up the progress of this project.

At the meeting, the Quang Tri Department of Transport said that the project to build a conveyor system to transport coal from Laos through La Lay International Border Gate to My Thuy seaport has two component projects.

In particular, the project to build a conveyor system to transport coal from Laos to Vietnam on the territory of Vietnam has a length of about 6,034 km. This project has been approved by the People's Committee of Quang Tri province in principle for investment, and at the same time approved the investor for Nam Tien Company Limited in Decision No. 1568/QD-UBND dated June 28, 2024 with a total investment of about 1,489 billion VND.

In addition, another project has been approved by the People's Committee of Quang Tri province for Phonesack Vietnam Co., Ltd. to survey and establish an investment project for construction within 6 months, which is a conveyor belt from the warehouse at Km4+265 - QL15D to My Thuy port, about 70 km long.

According to the Department of Transport of Quang Tri, after the People's Committee of Quang Tri province approved the investment policy for the project of building a conveyor system to transport coal from Laos to Vietnam within the territory of Vietnam, Nam Tien Company Limited submitted a report on the appraisal of the project's feasibility study report. On that basis, the relevant departments and agencies of Quang Tri province have participated in the appraisal of the report with a deadline of July 20, 2024.

Currently, the Department of Transport, the project appraisal unit, has received comments from specialized sectors and requested the investor to supplement and clarify some contents of the project feasibility study report. At the same time, the investor is instructed to supplement and edit the project dossier to ensure compliance with regulations.

At the meeting, relevant departments, sectors, localities and investors discussed and resolved some difficulties and obstacles for the project. The departments, sectors and localities said that since this is a project connecting the Lao warehouse to the Vietnamese warehouse via the La Lay International Border Gate, to ensure consistency, Nam Tien Company Limited was requested to proactively contact the investor implementing the project on the Lao side to carry out legal procedures at the same time and ensure the connectivity of the project.

In addition, the Quang Tri Department of Transport also requested that investors promptly complete the licensing procedures for the construction of the connecting intersection from the cargo storage yard according to current regulations to ensure synchronous exploitation with Highway 15D. At the same time, supplement documents related to the environmental impact assessment report, total investment table, planning map, design task outline, contract with the consulting unit, connection agreement document, minutes of acceptance of survey results, minutes of agreement with local authorities in the area, approval document on construction height management and related legal documents to serve the appraisal work...

After listening to the investor's report on the project implementation status and the opinions of representatives of sectors and localities, the Standing Vice Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, requested the Department of Transport to promptly complete the specialized appraisal report to provide a basis for the investor, relevant departments, sectors and localities to carry out the next procedures.

Concluding the meeting, Chairman Vo Van Hung requested investors to proactively work with relevant departments, branches, localities and units to receive guidance, support and necessary information.

During the survey and preparation of investment proposal reports, it is necessary to update related plans, projects and works, paying attention to approved plans such as: Southeast Economic Zone, industrial parks..., intersections between conveyor belts for Ho Chi Minh Highway West branch, Cam Lo - La Son Expressway, North - South railway, National Highway 1...

Regarding site clearance for the project, the Chairman of the Quang Tri Provincial People's Committee requested Dakrong district and the investor to coordinate to advance funds for site clearance; work with relevant sectors to complete procedures for power connection for the project.

Chairman Vo Van Hung also assigned relevant departments and units to send experienced and professional staff to guide and support investors in completing procedures to promptly approve the project and implement the project on schedule.
