On August 15, the Ho Chi Minh City Union of Literature and Arts Associations held a conference to contribute ideas to the draft "Report proposing investment policies for the National Target Program on cultural revival and development, building Vietnamese people in the period 2025-2030, with a vision to 2045".

Attending the conference, many researchers, leading experts, and artists gave frank, constructive, and open comments. Dr. My Liem (Ho Chi Minh City Music Association) recalled: In the 1950s and 1960s, our country sent people to advanced countries to study music, from which there was a team of good musicians participating in international standard symphony orchestras. This plan needs to maintain and select good factors from Ho Chi Minh City to study, then return to contribute to building a modern, advanced literary and artistic foundation for Ho Chi Minh City. "After studying, it is necessary to select and transfer the knowledge learned to suit the situation of Vietnam in general, Ho Chi Minh City in particular, and not to "copy exactly" what was learned to apply" - Dr. My Liem expressed.

Experts reiterated that the theater industry had sent many young directors abroad to study directing, but due to limited foreign language skills, this training program was left unfinished. "Right now, we need to focus on equipping human resources with foreign language skills, only then can we ensure the success of study trips abroad," many experts said.
Professor, Dr. Tran Luan Kim - former Chairman of the Vietnam Cinema Association, Chairman of the Council of Theory and Criticism of the Ho Chi Minh City Union of Literature and Arts Associations - emphasized: "Ho Chi Minh City is a major cultural center, the Ho Chi Minh City Union of Literature and Arts Associations needs to have specific recommendations, focusing on goals with a deep strategic vision, to advise the city to have timely investment plans, especially focusing on the spearhead of training human resources, a team of qualified and talented artists".
Ho Chi Minh City wants to be the "world book capital"
Mr. Nguyen Truong Luu, Chairman of the Ho Chi Minh City Union of Literature and Arts Associations, reiterated the policy of the Ho Chi Minh City Department of Information and Communications on proposing to the Ministry of Information and Communications to guide Ho Chi Minh City to register to implement the plan to become the "book capital of the world" in the near future.
"HCMC is aiming to be recognized as the "book capital of the world". To achieve this, the city must have an investment strategy for book promotion, bringing literary and artistic books to readers in a practical and effective way," Mr. Luu emphasized.
Writer Bich Ngan (Chairwoman of the Ho Chi Minh City Writers Association) believes that nurturing the Vietnamese people's souls by reading books in the current globalization trend is very necessary, because good works will have a positive impact on cultural awareness and national pride, thereby contributing to the revival of the country.
Writer Bich Ngan analyzed: "For a long time, literary writing competitions seem to only reach the masses, only good works have been produced but not focused on and there have not been many good works. It is time to have good works to influence cultural awareness and national pride. Literary works often require a long-term investment, sometimes a lifetime to produce good works. Therefore, it is urgent to cultivate and care for a high-quality creative team, from which good results are produced, which are valuable works."
Artists and experts from professional associations have also proposed many ideas such as the need to pay due attention to each group of specialized fields such as art, heritage, conservation, theater, cinema, literature, music... to overcome long-standing shortcomings and create depth in the process of reviving and developing Vietnamese culture and people. Urgently review the process of preserving, protecting, developing and promoting the values and importance of culture in order to have appropriate investment plans to produce good and valuable works of literature and art for the community.
Experts also noted the issue of traditional performing arts units such as hát bội, chèo, cải lương, and folk music... needing to have ticket subsidies, creating conditions for viewers, especially young people, to access typical literary and artistic works.
